1 1 Section 1. IOWA EMPOWERMENT FUND. There is appropriated
1 2 from the savings account for healthy Iowans created within the
1 3 tobacco settlement endowment fund in accordance with section
1 4 12.65 to the Iowa empowerment fund for the fiscal year
1 5 beginning July 1, 2001, and ending June 30, 2002, the
1 6 following amount, or so much thereof as is necessary, to be
1 7 used for the purpose designated:
1 8 For deposit in the school ready children grants account and
1 9 for distribution as provided in this section:
1 10 ................................................... $ 2,400,000
1 11 The moneys appropriated in this section shall be used along
1 12 with other appropriations made to the account to annualize the
1 13 partial year school ready children grant amounts for those
1 14 designated community empowerment areas that first received a
1 15 school ready grant in fiscal year 2000-2001. In order for
1 16 such an area to be eligible to receive the annualized grant
1 17 amount, the community empowerment area board must submit a
1 18 written plan amendment extending by one year the community
1 19 empowerment area's comprehensive school ready children grant
1 20 plan developed for providing services for children from birth
1 21 through five years of age and provide other information
1 22 specified by the Iowa empowerment board pursuant to section
1 23 28.8. The amendment may also provide for changes in the
1 24 programs and services to be provided under the plan. The Iowa
1 25 empowerment board shall establish a submission deadline for
1 26 the plan amendment that allows a reasonable period of time for
1 27 preparation of the plan amendment by the community empowerment
1 28 area board and for its review by the Iowa empowerment board.
1 29 In addition, the community empowerment area board must
1 30 continue to comply with reporting provisions and other
1 31 requirements adopted by the Iowa empowerment board in
1 32 administering section 28.8.
1 33 EXPLANATION
1 34 This bill makes an appropriation to the school ready
1 35 children grants account of the Iowa empowerment fund. The
2 1 appropriation is made from the savings account for healthy
2 2 Iowans created within the tobacco settlement endowment fund.
2 3 The appropriation is required to be used to annualize the
2 4 school ready children grant amounts for those designated
2 5 community empowerment areas that first received a school ready
2 6 children grant in fiscal year 2000-2001. The bill includes an
2 7 eligibility requirement for such an area's board to amend the
2 8 previously submitted grant plan to extend it by one year. The
2 9 services and programs provided under the plan may also be
2 10 amended. The community empowerment area must comply with the
2 11 reporting provisions and other requirements adopted for school
2 12 ready children grants.
