PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. 1 2 BY (PROPOSED COMMITTEE ON AGRICULTURE RESOLUTION 1 3 BY CHAIRPERSON MCLAREN) 1 4 A Concurrent Resolution requesting that the President 1 5 of the United States, the Chief of Engineers and 1 6 Commander of the United States Corps of Engineers, 1 7 and the United States Congress take action necessary 1 8 to provide a spring navigation target flow on the 1 9 Missouri River that is consistent with the needs of 1 10 landowners and the region's economy. 1 11 WHEREAS, the United States Army Corps of Engineers controls 1 12 the appropriate navigation target flow and elevation of the 1 13 Missouri River to carry out a number of purposes, including 1 14 river traffic, irrigation, wildlife habitat, and flood 1 15 protection; and 1 16 WHEREAS, the United States Army Corps of Engineers is 1 17 considering modifying its water control plan in order to 1 18 release substantially more water in the spring and 1 19 substantially less water in the summer, including at location 1 20 points at Sioux City, Omaha, Nebraska City, and Kansas City; 1 21 and 1 22 WHEREAS, reservoirs are expected to have capacity 1 23 sufficient to maintain a constant rate of flow; and 1 24 WHEREAS, persons have relied upon the Corps' water control 1 25 plan, and the river's stable elevation rate for agricultural, 1 26 industrial, commercial, and residential purposes that 1 27 constitute a vital part of the region's economy and the 1 28 livelihood and security of its residents; and 1 29 WHEREAS, the river's constant rate of flow is important to 1 30 maintain a navigable waterway essential for commercial traffic 1 31 and the viability of the economy for the western and eastern 1 32 counties bordering the Missouri and Mississippi rivers; NOW 1 33 THEREFORE, 1 34 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES 1 35 CONCURRING, That the United States Army Corps of Engineers 2 1 establish a full-service navigation target that preserves a 2 2 stable elevation and rate of flow consistent with the Corps' 2 3 established water control plan, which preserves land from 2 4 excessive flooding which would otherwise damage the economy of 2 5 the region and the lives of its residents, and that maintains 2 6 a vital navigable waterway essential for commercial traffic; 2 7 and 2 8 BE IT FURTHER RESOLVED, That a copy of this Resolution be 2 9 sent by the Secretary of the Senate to the President of the 2 10 United States; the Chief of Engineers and Commander of the 2 11 United States Corps of Engineers; the President of the Senate 2 12 of the United States; the Speaker of the House of 2 13 Representatives of the United States; the Chairperson of the 2 14 United States Senate Committee on Agriculture, Nutrition, and 2 15 Forestry; the Chairperson of the United States House of 2 16 Representatives Committee on Agriculture; and members of 2 17 Iowa's congressional delegation. 2 18 LSB 1666SC 79 2 19 da/cf/24.2
