PAG LIN 1 1 SENATE RESOLUTION ___ 1 2 BY COMMITTEE ON RULES AND ADMINISTRATION 1 3 A Resolution to amend Rules 27 and 60 of the 1 4 rules of the senate. 1 5 BE IT RESOLVED BY THE SENATE, That Rules 27 and 60, 1 6 adopted by the Senate during the Seventy-ninth General 1 7 Assembly, 2001 Session, providing deadlines for filing 1 8 and considering bills, are amended for the 2002 1 9 Session as follows: 1 10 Rule 27 1 11 Limit on Introduction of Bills 1 12 No bill or joint resolution, except bills and joint 1 13 resolutions cosponsored by the majority and minority 1 14 floor leaders, shall be introduced in the senate after 1 15 4:30 p.m. on Friday of the sixth week of the first 1 16 regular session of a general assembly unless a written 1 17 request for drafting the bill has been filed with the 1 18 legislative service bureau before that time. After 1 19 adjournment of the first regular session, bills may be 1 20 prefiled at any time before the convening of the 1 21 second regular session. No bill shall be introduced 1 22 after 4:30 p.m. on Friday of thesecondfirst week of 1 23 the second regular session of a general assembly 1 24 unless a written request for drafting the bill has 1 25 been filed with the legislative service bureau before 1 26 that time. However, standing committees may introduce 1 27 bills and joint resolutions at any time. A bill which 1 28 relates to departmental rules sponsored by the 1 29 administrative rules review committee and approved by 1 30 a majority of the members of the committee in each 2 1 house may be introduced at any time and must be 2 2 referred to a standing committee which must take 2 3 action on the bill within three weeks. Senate and 2 4 concurrent resolutions may be introduced at any time. 2 5 No bill, joint resolution, concurrent resolution or 2 6 senate resolution shall be introduced at any 2 7 extraordinary session unless sponsored by a standing 2 8 committee, the majority and minority floor leaders, or 2 9 the committee of the whole. 2 10 Rule 60 2 11 Time of Committee Passage and Consideration of Bills 2 12 1. This rule does not apply to concurrent or 2 13 simple resolutions, joint resolutions nullifying 2 14 administrative rules, senate confirmations, bills 2 15 embodying redistricting plans prepared by the 2 16 legislative service bureau pursuant to chapter 42, or 2 17 bills passed by both houses in different forms. 2 18 Subsection 2 of this rule does not apply to 2 19 appropriations bills, ways and means bills, legalizing 2 20 acts, administrative rules review committee bills, 2 21 bills sponsored by standing committees in response to 2 22 a referral from the president of the senate or the 2 23 speaker of the house of representatives relating to an 2 24 administrative rule whose effective date has been 2 25 delayed until the adjournment of the next regular 2 26 session of the general assembly by the administrative 2 27 rules review committee, bills cosponsored by majority 2 28 and minority floor leaders of one house, bills in 2 29 conference committee, and companion bills sponsored by 2 30 the majority floor leaders of both houses after 3 1 consultation with the respective minority floor 3 2 leaders. For the purposes of this rule, a joint 3 3 resolution is considered as a bill. To be considered 3 4 an appropriations or ways and means bill for the 3 5 purposes of this rule, the appropriations committee or 3 6 the ways and means committee must either be the 3 7 sponsor of the bill or the committee of first referral 3 8 in the originating house. 3 9 2. To be placed on the calendar in the house of 3 10 origin, a bill must be first reported out of a 3 11 standing committee by Friday of the 10th week of the 3 12 first session and the8th6th week of the second 3 13 session. To be placed on the calendar in the other 3 14 house, a bill must be first reported out of a standing 3 15 committee by Friday of the 13th week of the first 3 16 session and the11th9th week of the second session. 3 17 3. During the 11th week of the first session and 3 18 the9th7th week of the second session, each house 3 19 shall consider only bills originating in that house 3 20 and unfinished business. During the 14th week of the 3 21 first session and the12th10th week of the second 3 22 session, each house shall consider only bills 3 23 originating in the other house and unfinished 3 24 business. Beginning with the 15th week of the first 3 25 session and the13th11th week of the second session, 3 26 each house shall consider only bills passed by both 3 27 houses, bills exempt from subsection 2, and unfinished 3 28 business. 3 29 4. A motion to reconsider filed and not disposed 3 30 of on an action taken on a bill or resolution which is 4 1 subject to a deadline under this rule may be called up 4 2 at any time before or after the day of the deadline by 4 3 the person filing the motion or after the deadline by 4 4 the majority floor leader, notwithstanding any other 4 5 rule to the contrary. 4 6 SR 02 4 7 cc/cc/26 4 8
