  1  1               SENATE RESOLUTION NO.     
  1  2        BY  COMMITTEE ON RULES AND ADMINISTRATION
  1  3 A Resolution advising legislative service bureau of the
  1  4 reasons for the Senate's rejection of Senate File 540.
  1  5    WHEREAS, Joint Rule 24.1 requires that if either
  1  6 house rejects a redistricting plan submitted by the
  1  7 legislative service bureau that house shall convey the
  1  8 reasons for such rejection to the legislative service
  1  9 bureau by resolution; NOW THEREFORE,
  1 10    BE IT RESOLVED BY THE SENATE, That the Senate
  1 11 requests that the next plan drafted by the legislative
  1 12 service bureau improve the population deviations to
  1 13 more nearly represent the ideal of "one person, one
  1 14 vote"; and
  1 15    BE IT FURTHER RESOLVED, That Iowa Code section
  1 16 42.4(4) entitled "Redistricting Standards" states, "It
  1 17 is preferable that districts be compact in form, but
  1 18 the standards established by subsections 1, 2 and 3
  1 19 take precedence over compactness where a conflict
  1 20 arises between compactness and these standards."  Iowa
  1 21 Code section 42.4(1),(2), and (3) state the preferred
  1 22 standards are population equalities, contiguous
  1 23 territories, and district boundaries coinciding with
  1 24 political subdivisions.  Additionally, courts have
  1 25 consistently held that lower population deviations
  1 26 from the ideal population should take precedence over
  1 27 perceived compactness of the districts.  Therefore,
  1 28 the next plan should more closely follow those
  1 29 guidelines; and
  1 30    BE IT FURTHER RESOLVED, That the Senate requests a
  2  1 plan that at a minimum matches, or improves upon, the
  2  2 population deviation in our current Congressional and
  2  3 legislative districts; and,
  2  4    BE IT FURTHER RESOLVED, That in addition, the
  2  5 Senate requests the legislative service bureau in the
  2  6 next plan, strive to develop Congressional and
  2  7 legislative districts that reflect urban and rural
  2  8 interests in our state.  Plan #1 regionalized Iowa at
  2  9 the Congressional level.  The districts that are
  2 10 included in Plan #2 should better reflect the
  2 11 convenient, contiguous territory of our state.
