PAG LIN 1 1 Section 1. Section 272.1, Code 2001, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 3A. "Dean of students" or "headmaster" 1 4 means a licensed member of a school's instructional staff who 1 5 coordinates the process and substance of the student 1 6 activities program; assists the principal in the operation of 1 7 the school, including but not limited to resolving discipline 1 8 problems in accordance with the law, school district policy, 1 9 and administrative regulations and policies; maintains 1 10 consistency in the application of policy and practice; acts as 1 11 a liaison between the administration and the student body; 1 12 evaluates or assesses student progress; and develops and 1 13 maintains positive standards of student contact. A dean of 1 14 students or headmaster is not an administrator for purposes of 1 15 collective bargaining under chapter 20. 1 16 EXPLANATION 1 17 This bill authorizes the board of educational examiners to 1 18 license a person as a "dean of students" or "headmaster". The 1 19 terms are defined in the bill to mean an individual who is a 1 20 licensed member of a school's instructional staff authorized 1 21 to coordinate the process and substance of the student 1 22 activities program; assist the principal in the operation of 1 23 the school, including but not limited to resolving discipline 1 24 problems in accordance with the law, school district policy, 1 25 and administrative regulations and policies; maintain 1 26 consistency in the application of policy and practice; act as 1 27 a liaison between the administration and the student body; 1 28 evaluate or assess student progress; and develop and maintain 1 29 positive standards of student contact. A dean of students or 1 30 headmaster cannot participate in collective bargaining as an 1 31 administrator. 1 32 The board of educational examiners has authority under 1 33 current Code section 272.2, subsection 1, paragraph "a", to 1 34 license practitioners by establishing criteria for licenses 1 35 and by creating licenses that authorize different 2 1 instructional functions or specialties. 2 2 LSB 5875XS 79 2 3 kh/cls/14.2
