  1  1    Section 1.  Section 256.9, subsection 48, Code Supplement
  1  2 2001, is amended to read as follows:
  1  3    48.  Develop and administer, with the cooperation of the
  1  4 commission of veterans affairs, a program which shall be known
  1  5 as "operation recognition".  The purpose of the program is to
  1  6 award high school diplomas to World War II veterans of World
  1  7 War I, World War II, and the Korean and Vietnam conflicts who
  1  8 left high school prior to graduation to enter United States
  1  9 military service.  The department and the commission shall
  1 10 jointly develop an application procedure, distribute
  1 11 applications, and publicize the program to school districts,
  1 12 accredited nonpublic schools, county commissions of veteran
  1 13 affairs, veterans organizations, and state, regional, and
  1 14 local media.  All honorably discharged World War II veterans
  1 15 who are residents or former residents of the state,; who
  1 16 served at any time between April 6, 1917, and November 11,
  1 17 1918, at any time between September 16, 1940, and December 31,
  1 18 1946, at any time between June 25, 1950, and January 31, 1955,
  1 19 or at any time between February 28, 1961, and May 5, 1975, all
  1 20 dates inclusive; and who did not return to school and complete
  1 21 their education after the war or conflict shall be eligible to
  1 22 receive a diploma.  Diplomas may be issued posthumously.  Upon
  1 23 approval of an application, the department shall issue an
  1 24 honorary high school diploma for an eligible veteran.  The
  1 25 diploma shall indicate the veteran's school of attendance.
  1 26 The department and the commission shall work together to
  1 27 provide school districts, schools, communities, and county
  1 28 commissions of veteran affairs with information about hosting
  1 29 a diploma ceremony on or around Veterans Day.  The diploma
  1 30 shall be mailed to the veteran or, if the veteran is deceased,
  1 31 to the veteran's family.  
  1 32                           EXPLANATION
  1 33    This bill expands the operation recognition program to
  1 34 include, in addition to the veterans of World War II, the
  1 35 veterans of World War I and the Korean and Vietnam conflicts.
  2  1    The program is administered by the department of education
  2  2 and its purpose is to award honorary high school diplomas to
  2  3 honorably discharged veterans who are residents or former
  2  4 residents of the state and who left high school prior to
  2  5 graduation to enter U.S. military service.  Diplomas may be
  2  6 issued posthumously.
