  1  1    Section 1.  Section 22.1, subsection 3, unnumbered
  1  2 paragraph 2, Code 2001, is amended to read as follows:
  1  3    "Public records" also includes all records relating to the
  1  4 investment of public funds including but not limited to
  1  5 investment policies, instructions, trading orders, or
  1  6 contracts, whether in the custody of the public body
  1  7 responsible for the public funds or a fiduciary or other third
  1  8 party.  "Public records" also includes all records related to
  1  9 third-party contracts that provide government-funded services,
  1 10 and scoring evaluations and written reviewer comments related
  1 11 to the letting of such contracts.  
  1 12                           EXPLANATION
  1 13    This bill relates to access to third-party contracts
  1 14 involving government-funded services.
  1 15    The bill expands the definition of "public records" to
  1 16 include records related to third-party contracts that provide
  1 17 government-funded services, and scoring evaluations and
  1 18 written reviewer comments relating to the letting of such
  1 19 contracts.
