PAG LIN 1 1 Section 1. NEW SECTION. 135.12 NURSING WORKFORCE 1 2 DATABASE. 1 3 1. The department shall establish and administer a nursing 1 4 workforce database. The database shall be assembled and 1 5 maintained with the assistance of the department of workforce 1 6 development, the department of economic development, and any 1 7 other state agency or department possessing or having access 1 8 to nursing and nursing workforce-related information. The 1 9 database shall additionally be integrated with the coordinated 1 10 licensure information system developed pursuant to the nurse 1 11 licensure compact contained in chapter 152E. 1 12 2. The objective of establishing the nursing workforce 1 13 database shall be the collection and analysis of data related 1 14 to nursing and the nursing workforce, so that conclusions may 1 15 be drawn relating to current nursing supply, demand, and 1 16 workforce concerns in the state and future workforce 1 17 projections and needs. Information to be collected and 1 18 analyzed shall include, but not be limited to, the following: 1 19 a. Nursing supply and demand, including issues relating to 1 20 recruitment, retention, and effective and efficient 1 21 utilization of nursing workforce resources. 1 22 b. Analysis and acuity measurements relating to nursing 1 23 quality, including patient classification systems, patient 1 24 outcomes, the amount of direct nursing care, and outcomes 1 25 indicators. 1 26 c. Research concerning nurse classifications to ensure 1 27 that distinctions in scope of practice and practice settings 1 28 are identified and analyzed, including registered nurses, 1 29 licensed practical nurses, advanced practice nurses and nurse 1 30 practitioners, clinical nurse specialists, nurse anesthetists, 1 31 and nurse midwives. 1 32 d. Information compiled by other sources, including 1 33 national associations, institutions of higher learning, and 1 34 medical journals and state medical societies, which 1 35 facilitates the analysis of nurse staffing relationships to 2 1 patient outcomes and quality of care. 2 2 e. State, regional, and local nursing shortages. 2 3 f. The extent to which unlicensed personnel are utilized 2 4 and the impact upon nursing staffing, quality, and patient 2 5 care. 2 6 3. Information obtained pursuant to subsection 2 and 2 7 assembled by the department into a database shall be utilized 2 8 by the department, medical institutions and societies, and 2 9 other interested parties to assess current and projected 2 10 nursing workforce shortfalls and develop strategies for 2 11 overcoming them; to more effectively conduct analyses of 2 12 patient classification systems and outcomes, nursing workload 2 13 comparisons including the amount of direct nursing care, 2 14 outcomes indicators, and other research conducted to ensure 2 15 quality patient care and nursing competence; to publish or 2 16 distribute information regarding conclusions to be drawn from 2 17 the database; to recommend systemic changes and strategies for 2 18 their implementation; and to share and collaborate with other 2 19 states that collect health data, nursing workforce outcomes, 2 20 and quantitative information relating to direct nursing care. 2 21 Additionally, schools of nursing shall utilize the database to 2 22 assist in determining enrollment, educational curriculum, and 2 23 related nursing workforce educational issues and needs. 2 24 4. The department shall submit a report to members of the 2 25 general assembly regarding the development of the database and 2 26 the effectiveness of its utilization by January 15, 2005. 2 27 EXPLANATION 2 28 This bill provides that the Iowa department of public 2 29 health shall establish and administer a nursing workforce 2 30 database. The bill provides that the database shall be 2 31 assembled and maintained with the assistance of other 2 32 specified state departments and agencies having access to 2 33 nursing and nursing workforce-related information, and that it 2 34 shall be integrated with the coordinated licensure information 2 35 system developed pursuant to the nurse licensure compact. 3 1 The bill provides that the objective of establishing the 3 2 database shall be the collection and analysis of data related 3 3 to nursing and the nursing workforce, so that conclusions may 3 4 be drawn relating to current and future nursing supply and 3 5 demand issues. The bill specifies several categories of 3 6 information to be collected and assembled into the database. 3 7 The bill provides that the database shall be utilized by 3 8 the department, medical institutions and societies, and other 3 9 interested parties to assess current and projected nursing 3 10 workforce shortfalls and develop strategies for overcoming 3 11 them; to more effectively conduct analyses to ensure quality 3 12 patient care and nursing competence; to publish or distribute 3 13 information; to recommend systemic changes and strategies for 3 14 their implementation; and to share and collaborate with other 3 15 states that collect health data, nursing workforce outcomes, 3 16 and quantitative information relating to direct nursing care. 3 17 The bill also provides that schools of nursing shall utilize 3 18 the database to assist in determining enrollment, educational 3 19 curriculum, and related nursing workforce needs, and that the 3 20 department shall submit a report to members of the general 3 21 assembly regarding the development of the database and the 3 22 effectiveness of its utilization by January 15, 2005. 3 23 LSB 5754XS 79 3 24 rn/pj/5
