1 1 Section 1. Section 321.34, Code Supplement 2001, is
1 2 amended by adding the following new subsection:
1 3 NEW SUBSECTION. 23. PREVENTION OF DOMESTIC VIOLENCE
1 4 PLATES.
1 5 a. An owner referred to in subsection 12, upon written
1 6 application to the department, may order special registration
1 7 plates with a prevention of domestic violence emblem. The
1 8 emblem shall be designed by the department in cooperation with
1 9 the Iowa coalition against domestic violence.
1 10 b. The special prevention of domestic violence fee for
1 11 letter number designated prevention of domestic violence
1 12 plates is thirty-five dollars. The fee for personalized
1 13 prevention of domestic violence plates is twenty-five dollars,
1 14 which shall be paid in addition to the special prevention of
1 15 domestic violence fee of thirty-five dollars. The annual
1 16 special prevention of domestic violence fee is ten dollars for
1 17 letter number designated registration plates and is fifteen
1 18 dollars for personalized registration plates which shall be
1 19 paid in addition to the regular annual registration fee. The
1 20 special fees collected by the director under this subsection
1 21 shall be paid monthly to the treasurer of state and credited
1 22 to the road use tax fund. Notwithstanding section 423.24, and
1 23 prior to the crediting of revenues to the road use tax fund
1 24 under section 423.24, subsection 1, paragraph "b", the
1 25 treasurer of state shall transfer monthly from those revenues
1 26 to the office of the attorney general for use in domestic
1 27 violence programs, the amount of the special prevention of
1 28 domestic violence fees collected in the previous month for the
1 29 prevention of domestic violence plates.
1 30 EXPLANATION
1 31 This bill establishes a prevention of domestic violence
1 32 special motor vehicle registration plate. The bill provides
1 33 that the emblem for the plate shall be designed by the state
1 34 department of transportation and the coalition against
1 35 domestic violence. The bill sets a $35 special prevention of
2 1 domestic violence fee for the plates, which is in addition to
2 2 the regular motor vehicle registration fee and the $25 fee for
2 3 personalized plates. The additional renewal fees for the
2 4 plates are $10 for regular plates and $15 for personalized
2 5 plates. Proceeds from the special prevention of domestic
2 6 violence fees are to be transferred to the office of the
2 7 attorney general to be used for domestic violence programs
2 8 which previously received funding through the domestic abuse
2 9 services income tax checkoff.
