  1  1    Section 1.  POOLED TECHNOLOGY ACCOUNT – TRANSFER TO
  1  2 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT PROGRAM.
  1  3    1.  Notwithstanding section 8.57, subsection 5, paragraph
  1  4 "c", there is appropriated from the rebuild Iowa
  1  5 infrastructure fund to the pooled technology account
  1  6 established in the office of the treasurer of state under the
  1  7 control of the information technology department, for the
  1  8 fiscal year beginning July 1, 2002, and ending June 30, 2003,
  1  9 the following amount, or so much thereof as is necessary,
  1 10 which shall be allocated to the department of education and
  1 11 used for the purpose designated:
  1 12    For transfer to the community college vocational-technical
  1 13 technology improvement program authorized in chapter 260A:  
  1 14 .................................................. $  3,000,000
  1 15    2.  Moneys appropriated pursuant to subsection 1 shall be
  1 16 distributed to a community college in an amount which shall be
  1 17 computed as follows:
  1 18    a.  The department shall determine the state valuation per
  1 19 student by determining the total taxable value of the property
  1 20 assessed in the merged areas for taxes payable in fiscal year
  1 21 2003, and dividing that number by the state's total community
  1 22 college enrollment.
  1 23    b.  The department shall determine for each community
  1 24 college the community college valuation per full-time
  1 25 equivalent student by determining the total taxable value of
  1 26 the property assessed in a merged area for taxes payable in
  1 27 fiscal year 2003 and dividing that number by the community
  1 28 college's total enrollment.
  1 29    c.  The department shall determine the amount of state
  1 30 assistance per full-time equivalent student by dividing the
  1 31 moneys appropriated in subsection 1 by the state's total
  1 32 community college enrollment.
  1 33    d.  The department shall determine for each community
  1 34 college the amount of community college assistance per full-
  1 35 time equivalent student by dividing the amount of state
  2  1 valuation per student as determined in paragraph "a" by the
  2  2 amount of community college valuation per full-time equivalent
  2  3 student as determined in paragraph "b" and multiplying the
  2  4 resulting figure by the amount of state assistance per full-
  2  5 time equivalent student as determined in paragraph "c".
  2  6    3.  Calculations shall be based upon property tax
  2  7 valuations determined as of January 1, 2002.
  2  8    4.  Terms used in this section shall have the same meaning
  2  9 as terms defined by the department in 281 IAC 21.45(1).  
  2 10                           EXPLANATION 
  2 11    This bill appropriates $3 million from the rebuild Iowa
  2 12 infrastructure fund to the pooled technology account for FY
  2 13 2002-2003, and allocates the moneys to the department of
  2 14 education for transfer to the community college vocational-
  2 15 technical technology improvement program authorized in Code
  2 16 chapter 260A.  The bill provides for the distribution of the
  2 17 moneys to a community college in the proportion that the total
  2 18 assessed value of property located in the community college
  2 19 merged area bears to the sum of the total assessed value of
  2 20 property located in all community college merged areas, based
  2 21 upon property tax valuations determined as of January 1, 2002.
