PAG LIN 1 1 Section 1. APPROPRIATION GRAIN INFRASTRUCTURE 1 2 ASSESSMENT STUDY. There is appropriated from the general fund 1 3 of the state to the department of agriculture and land 1 4 stewardship for the fiscal year beginning July 1, 2001, and 1 5 ending June 30, 2002, the following amount, or so much thereof 1 6 as is necessary, to be used for the purpose designated: 1 7 For the purpose of conducting a grain infrastructure 1 8 assessment study not to exceed: 1 9 .................................................. $ 50,000 1 10 1. The department shall establish a task force to carry 1 11 out the study and the secretary of agriculture shall appoint 1 12 members to the task force who are knowledgeable about grain 1 13 and the grain industry. The task force shall investigate and 1 14 analyze this state's grain infrastructure, including 1 15 practices, systems, and facilities used in handling, storing, 1 16 and transporting grain, including grain originating from seeds 1 17 produced by conventional breeding methods and by genetic 1 18 engineering. The task force shall consider the extent to 1 19 which grain may be identified, segregated, and maintained in 1 20 order to preserve the value of the grain and public confidence 1 21 in this state's grain infrastructure. 1 22 2. The task force shall report its findings and 1 23 recommendations to the secretary of agriculture as required by 1 24 the department. The department shall submit a final report to 1 25 the general assembly as provided in section 7A.11A, and to the 1 26 chairpersons and ranking members of the standing committees on 1 27 agriculture. The report shall be filed by the department not 1 28 later than January 15, 2002. 1 29 EXPLANATION 1 30 This bill appropriates $50,000 from the general fund of the 1 31 state for the 2001-2002 fiscal year to the department of 1 32 agriculture and land stewardship for the purpose of conducting 1 33 a grain infrastructure assessment study. The department is 1 34 required to establish a task force to investigate and analyze 1 35 this state's grain infrastructure, including practices, 2 1 systems, and facilities used in handling, storing, and 2 2 transporting grain, including grain originating from seeds 2 3 produced by conventional breeding methods and by genetic 2 4 engineering.
