  1  1    Section 1.  Section 483A.17, Code 2001, is amended to read
  1  2 as follows:
  1  3    483A.17  TENURE OF LICENSE – BIRTH MONTH OPTION.
  1  4    1.  Every license, except lifetime hunting and fishing
  1  5 licenses, scientific collecting licenses, and falconry
  1  6 licenses, are valid from the date issued to January 10 of the
  1  7 year succeeding the calendar year for which it is issued.  A
  1  8 license shall not be issued prior to December 15 for the
  1  9 subsequent calendar year.
  1 10    2.  Notwithstanding subsection 1, commencing with the
  1 11 calendar year 2002, the department shall offer resident
  1 12 fishing, hunting, and fur harvester licenses which expire at
  1 13 the end of the month during which the licensee's birthday
  1 14 anniversary occurs.  When a license is issued on a birth month
  1 15 basis and the license is issued in the month after the
  1 16 beginning of the license year or succeeding months, the
  1 17 license fee shall be prorated for the remaining unexpired
  1 18 months of the license year.  If a fee computed under this
  1 19 section contains a fractional part of a dollar, the fee shall
  1 20 be computed to the nearest whole dollar.  A fee computed under
  1 21 this section shall not be less than one dollar.  The prorated
  1 22 fee shall be deemed to be the annual license fee for the
  1 23 remainder of the license year.  This subsection does not apply
  1 24 to lifetime licenses, deer hunting licenses, or wild turkey
  1 25 licenses.  
  1 26                           EXPLANATION
  1 27    This bill provides that the department of natural
  1 28 resources, commencing with calendar year 2002, shall offer
  1 29 resident fishing, hunting, and fur harvester licenses which
  1 30 expire at the end of the month during which the licensee's
  1 31 birthday anniversary occurs.  The bill also provides for
  1 32 prorating the fee for a license issued on a birth month basis
  1 33 and if a prorate fee contains a fractional part of a dollar,
  1 34 the fee shall be computed to the nearest dollar.  A prorated
  1 35 fee for a resident license shall not be less than $1.  The
  2  1 issuance of resident licenses on a birth month basis shall not
  2  2 apply to lifetime licenses, deer hunting licenses, or wild
  2  3 turkey hunting licenses.
