  1  1    Section 1.  Section 49.14, subsection 1, Code 2001, is
  1  2 amended to read as follows:
  1  3    1.  The commissioner may appoint substitute precinct
  1  4 election officials as alternates for election board members.
  1  5 A majority of the original election board members shall be
  1  6 present at the precinct polling place at all times; The
  1  7 commissioner may use substitute precinct election officials to
  1  8 create multiple work shifts for polling places on election
  1  9 day.  Shifts and work schedules shall be arranged at the
  1 10 discretion of the commissioner provided that at partisan
  1 11 elections such majority the composition of the election board
  1 12 shall include at least one precinct election official from
  1 13 each political party.  If the chairperson leaves the polling
  1 14 place, the chairperson shall designate another member of the
  1 15 board to serve as chairperson until the chairperson returns.
  1 16 The responsibilities and duties of a precinct election
  1 17 official present at the time the polling place was opened on
  1 18 the day of an election may be assumed at any later time that
  1 19 day by a substitute appointed as an alternate.  The substitute
  1 20 shall serve either for the balance of that election day or for
  1 21 any shorter period of time the commissioner may designate.  
  1 22                           EXPLANATION
  1 23    This bill allows a county commissioner of elections to
  1 24 utilize substitute precinct election officials to create
  1 25 multiple work shifts at polling places on election day.  Such
  1 26 discretion will allow the commissioner to prevent election
  1 27 officials from working excessively long shifts.
