  1  1         SENATE CONCURRENT RESOLUTION NO. _____
  1  2                        BY ANGELO
  1  3 A Concurrent Resolution requesting that the United
  1  4    States Congress adopt daylight saving time as the
  1  5    national standard of keeping time throughout the
  1  6    year.
  1  7    WHEREAS, various studies of governmental and
  1  8 nongovernmental agencies indicate that daylight saving
  1  9 time over an expanded period would produce a
  1 10 significant energy savings in electrical power
  1 11 consumption; and
  1 12    WHEREAS, daylight saving time may yield energy
  1 13 savings in other areas besides electrical power
  1 14 consumption; and
  1 15    WHEREAS, daylight saving time over an expanded
  1 16 period could serve as an incentive for further energy
  1 17 conservation by individuals, companies, and the
  1 18 various governmental entities at all levels of
  1 19 government, and that such energy conservation efforts
  1 20 could lead to greatly expanded energy savings; and
  1 21    WHEREAS, the use of daylight saving time over an
  1 22 expanded period could have other beneficial effects on
  1 23 the public interest, including the reduction in crime,
  1 24 improved traffic safety, more daylight outdoor
  1 25 playtime for the children and youth of our state,
  1 26 greater utilization of parks and recreation areas,
  1 27 expanded economic opportunity through extension of
  1 28 daylight hours to peak shopping hours and through
  1 29 extension of domestic office hours to periods of
  1 30 greater overlap with the European Economic Community;
  2  1 NOW THEREFORE,
  2  2    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2  3 REPRESENTATIVES CONCURRING, That the Congress of the
  2  4 United States reevaluate the practice of a time change
  2  5 in the spring and fall and take all necessary steps to
  2  6 amend the United States Code and permanently adopt the
  2  7 time established by 15 U.S.C. } 260a, commonly known
  2  8 as daylight saving time, as the national standard time
  2  9 for the entire year.
  2 10    BE IT FURTHER RESOLVED, That a copy of this
  2 11 resolution be forwarded to the President of the United
  2 12 States Senate, the Speaker of the United States House
  2 13 of Representatives, and members of the Iowa
  2 14 congressional delegation.
