1 3 #1. Page 8, by inserting after line 14, the
1 4 following:
1 5 "Sec. . Section 49.13, Code 2001, is amended by
1 6 adding the following new subsection:
1 7 NEW SUBSECTION. 5. The commissioner may appoint
1 8 high school students who are not yet qualified to be
1 9 registered voters to serve as precinct election board
1 10 members.
1 11 a. To qualify to serve as a precinct election
1 12 board member, a high school student shall:
1 13 (1) Be a United States citizen.
1 14 (2) Be a junior or senior in good standing
1 15 enrolled in a public or private secondary school in
1 16 Iowa.
1 17 (3) Have a cumulative grade point average
1 18 equivalent to at least 2.0 on a 4.0 scale.
1 19 (4) At the time of appointment, have the written
1 20 approval of the principal of the secondary school the
1 21 student attends.
1 22 (5) Have the written approval of the student's
1 23 parent or legal guardian.
1 24 (6) Have satisfactorily completed the training
1 25 course for election officials.
1 26 (7) Meet all other qualifications for appointment
1 27 and service as an election board member except the
1 28 requirement of being a registered voter.
1 29 b. No more than one student precinct election
1 30 board member may serve on each precinct election
1 31 board.
1 32 c. Student precinct election board members shall
1 33 not serve as the chairperson of a precinct election
1 34 board.
1 35 d. Before serving at a partisan election, the
1 36 student election precinct board member must certify in
1 37 writing to the commissioner the political party with
1 38 which the student is affiliated.
1 39 e. Student precinct election board members shall
1 40 not be counted as absent from school on the day they
1 41 serve as election officials.
1 42 f. Student precinct election board members shall
1 43 not be allowed to work more hours than allowed under
1 44 the applicable labor laws.
1 45 Sec. . Section 49.15, Code 2001, is amended by
1 46 adding the following new unnumbered paragraph:
1 47 NEW UNNUMBERED PARAGRAPH. In drawing up precinct
1 48 election board panels, the commissioner may use
1 49 student precinct election board members appointed
1 50 pursuant to section 49.13, subsection 5.
2 1 Sec. . Section 49.84, Code 2001, is amended by
2 2 adding the following new unnumbered paragraph:
2 3 NEW UNNUMBERED PARAGRAPH. This section does not
2 4 prohibit a voter from taking minor children into the
2 5 voting booth with the voter.
2 6 Sec. . Section 49.88, Code 2001, is amended by
2 7 adding the following new unnumbered paragraph:
2 8 NEW UNNUMBERED PARAGRAPH. This section does not
2 9 prohibit a voter from taking minor children into the
2 10 voting booth with the voter."
2 11 #2. Title page, by striking line 1, and inserting
2 12 the following: "An Act relating to the election
2 13 process, including youth participation in elections,
2 14 the procedure for congressional".
2 15 #3. By renumbering as necessary.
