1 1 Amend Senate File 2324 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. PUBLIC WORKS PROJECTS INTERIM STUDY.
1 5 The legislative council is requested to authorize an
1 6 interim study committee to study the professional
1 7 relationships among public owners, contractors,
1 8 construction managers, architects, engineers, and
1 9 landscape architects and to review issues concerning
1 10 bid comparisons on multiple contracts, the merits of
1 11 limiting the number of contracts, the professional
1 12 responsibilities of a public owner, contractor,
1 13 construction manager, architect, engineer, and
1 14 landscape architect on a public works project, and any
1 15 other issue raised by the members of the interim study
1 16 committee. The interim study shall include making
1 17 recommendations for a clear chain of command on public
1 18 works projects and proposing guidelines for the
1 19 interrelationship of public owners, contractors,
1 20 construction managers, architects, engineers, and
1 21 landscape architects on public works projects. The
1 22 study committee shall be composed of representatives
1 23 of organizations including but not limited to the
1 24 associated builders and contractors of Iowa, master
1 25 builders of Iowa, and organizations representing
1 26 construction managers, Iowa general contractors for
1 27 competitive bidding, architects, engineers, Iowa rural
1 28 water association, Iowa public airports association,
1 29 Iowa association of municipal utilities, Iowa state
1 30 association of counties, league of cities, state board
1 31 of regents, Iowa association of school boards, and
1 32 public owners. Appointments to the committee shall be
1 33 made no later than August 1, 2002. Staffing for the
1 34 committee shall be provided by the legislative service
1 35 bureau. The study committee shall submit a report of
1 36 its findings and recommendations, including proposed
1 37 legislation, if any, to the general assembly on or
1 38 before January 13, 2003."
1 39 #2. Title page, line 1, by inserting after the
1 40 word "Act" the following: "requesting the
1 41 establishment of an interim study committee".
1 42 #3. By renumbering as necessary.
