1 1 Amend House File 757, as passed by the House, as
1 2 follows:
1 3 #1. By striking everything after the enacting
1 4 clause, and inserting the following:
1 5 "Section 1.
1 6 1. At the meeting in which the revenue estimating
1 7 conference agrees to the revenue estimate for the
1 8 fiscal year beginning July 1, 2002, in accordance with
1 9 section 8.22A, subsection 3, the revenue estimating
1 10 conference shall agree to an estimate of the amount of
1 11 additional state individual income tax revenues
1 12 generated during the fiscal year beginning July 1,
1 13 2001, which are attributable to the advanced refund of
1 14 the rate reduction tax credit provided pursuant to the
1 15 federal Economic Growth and Tax Relief Reconciliation
1 16 Act of 2001, Pub. L. No. 107-16.
1 17 2. There is appropriated from the general fund of
1 18 the state for the fiscal year beginning July 1, 2001,
1 19 the amount estimated by the revenue estimating
1 20 conference pursuant to subsection 1, as follows:
1 21 a. To the department of education for general
1 22 state financial aid for community colleges in the
1 23 amount of $4,800,000. The appropriation in this
1 24 paragraph is in addition to and shall be allocated in
1 25 the same proportion as the amount appropriated in 2001
1 26 Iowa Acts, Senate File 535, section 6, subsection 14.
1 27 b. To increase the total amount of program job
1 28 credits allocated for all accelerated career education
1 29 programs in the state for the fiscal year beginning
1 30 July 1, 2001, as specified in section 260G.4B,
1 31 subsection 1, as amended by 2001 Iowa Acts, House File
1 32 755, section 35, to a maximum amount of $6,000,000.
1 33 c. To the workforce development fund the sum of
1 34 $3,000,000 to be used for purposes provided in section
1 35 15.343, subsection 2, paragraph "b". The amount
1 36 appropriated in this paragraph is in addition to
1 37 moneys allocated for chapter 260F as provided in 2001
1 38 Iowa Acts, House File 718, section 22.
1 39 d. To the department of economic development for
1 40 accelerated career education program capital projects
1 41 at community colleges authorized under chapter 260G
1 42 the sum of $2,800,000. The amount appropriated in
1 43 this paragraph is in addition to and shall be
1 44 allocated in the same manner as the appropriation made
1 45 in 2001 Iowa Acts, House File 742, section 25,
1 46 subsection 2.
1 47 e. To the college student aid commission for the
1 48 work study program under section 261.85 the sum of
1 49 $791,000. The amount allocated in this paragraph is
1 50 in lieu of the amounts appropriated in section 261.85
2 1 and 2001 Iowa Acts, Senate File 535, section 4.
2 2 f. To the state board of regents the amount
2 3 remaining after the appropriations made in paragraphs
2 4 "a" through "e" to be allocated to the state
2 5 university of Iowa, the Iowa state university of
2 6 science and technology, the university of northern
2 7 Iowa, the state school for the deaf, and the Iowa
2 8 braille and sight saving school for salaries, support,
2 9 maintenance and miscellaneous purposes. The
2 10 appropriation made in this paragraph shall be
2 11 allocated to each institution in the same proportion
2 12 that the appropriations made in 2001 Iowa Acts, Senate
2 13 File 535, section 8, subsection 2, paragraph "a";
2 14 subsection 3, paragraph "a"; subsection 4, paragraph
2 15 "a"; subsection 5; or subsection 6; as appropriate, is
2 16 to the total of such appropriations.
2 17 Sec. 2. EFFECTIVE AND APPLICABILITY DATES. This
2 18 Act, being deemed of immediate importance, takes
2 19 effect upon enactment and applies retroactively to
2 20 July 1, 2001, for fiscal years beginning on or after
2 21 that date."
2 22 #2. Title page, by striking lines 1 through 3 and
2 23 inserting the following: "An Act appropriating funds
2 24 for use of the community colleges and the institutions
2 25 of the state board of regents and providing effective
2 26 and applicability date provisions."
