NEW SECTION. 284.11 PILOT PROGRAM FOR 2 25 TEAM-BASED VARIABLE PAY FOR STUDENT ACHIEVEMENT. 2 26 1. It is the intent of the general assembly to 2 27 create a statewide team-based variable pay program to 2 28 reward individual attendance centers for improvement 2 29 in student achievement. A pilot program is 2 30 established to give Iowa school districts with one or 2 31 more participating attendance centers the opportunity 2 32 to explore and demonstrate successful methods to 2 33 implement team-based variable pay. The department 2 34 shall develop and administer the pilot program. Each 2 35 school district approved by the department to 2 36 participate in the pilot program shall administer 2 37 valid and reliable standardized assessments at the 2 38 beginning and end of the school year to demonstrate 2 39 growth in student achievement. 2 40 2. All licensed practitioners employed at a 2 41 participating attendance center that has demonstrated 2 42 improvement in student achievement shall share in a 2 43 cash award. However, the school district is 2 44 encouraged to extend cash awards to other staff 2 45 employed at the attendance center. 2 46 3. The principal, with the participation of a team 2 47 of licensed practitioners appointed by the principal, 2 48 at each participating attendance center within a 2 49 school district shall annually submit district 2 50 attendance center student performance goals to the 3 1 school board for approval. The attendance center 3 2 goals must be aligned with the school improvement 3 3 goals for the district developed in accordance with 3 4 section 256.7, subsection 21. The district shall 3 5 determine the designation of an attendance center for 3 6 purposes of this section. The attendance center 3 7 student performance goals may differ from attendance 3 8 center to attendance center and may contain goals and 3 9 indicators in addition to the comprehensive school 3 10 improvement plan. An attendance center shall 3 11 demonstrate student achievement through the use of 3 12 multiple measures that are valid and reliable. 3 13 4. Each participating district shall create its 3 14 own design for a team-based pay plan linked to the 3 15 district's comprehensive school improvement plan. The 3 16 plan must include attendance center student 3 17 performance goals, student performance levels, 3 18 multiple indicators to determine progress toward 3 19 attendance center goals, and a system for providing 3 20 financial rewards. The team-based pay plan shall be 3 21 approved by the local board. 3 22 5. Each district team-based pay plan shall be 3 23 reviewed by the department. The department shall 3 24 include a review of the locally established goals, 3 25 targeted levels of improvement, assessment strategies, 3 26 and financial reward system. 3 27 6. A district electing to initiate a team-based 3 28 variable pay plan according to this section during the 3 29 school year beginning July 1, 2001, shall notify the 3 30 department of its election in writing no later than 3 31 August 1, 2001. The department shall certify the 3 32 school district plan by October 1, 2001." 3 33 #19. Page 16, by striking line 11 and inserting 3 34 the following: 3 35 "a. Student achievement scores in mathematics and 3 36 reading at the fourth and eighth grade levels on a 3 37 district-by-district basis as reported to the local 3 38 communities pursuant to section 256.7, subsection 21, 3 39 paragraph "c"." 3 40 #20. Section 294A.14, unnumbered paragraphs 4 17 3 and 4, Code 2001, are amended to read as follows: 4 18 A plan shall be developed using the procedure 4 19 specified under section 294A.15. The plan shall 4 20 provide for the establishment of a performance-based 4 21 pay plan, a supplemental pay plan, a combination of 4 22 the two pay plans, or comprehensive school 4 23 transformation programs, and shall include a budget 4 24 for the cost of implementing the plan. In addition to 4 25 the costs of providing additional salary for teachers 4 26 and the amount required to pay the employers' share of 4 27 the federal social security and Iowa public employees' 4 28 retirement system, or a pension and annuity retirement 4 29 system established under chapter 294, and payments on 4 30 the additional salary, the budget may include costs 4 31 associated with providing specialized or general 4 32 training. Moneys received under phase III shall not 4 33 be used to employ additional employees of a school 4 34 district, except that phase III moneys may be used to 4 35 employ substitute teachers, part-time teachers, and 4 36 other employees needed to implement plans that provide 4 37 innovative staffing patterns, orthatrequire that a 4 38 teacher employed on a full-time basis be absent from 4 39 the classroom for specified periods for fulfilling 4 40 other instructional duties or to participate on a peer 4 41 review team or in peer coaching efforts. However, all 4 42 teachers employed are eligible to receive additional 4 43 salary under an approved plan. 4 44 For the purpose of this section, a performance- 4 45 based pay plan shall provide for salary increases for 4 46 teachers who demonstrate superior performance in 4 47 completing assigned duties. The plan shall include 4 48 the method used to determine superior performance of a 4 49 teacher. For school districts, the plan may include 4 50 assessments ofspecificteachingbehaviorperformance, 5 1 assessments of student performance, assessments of 5 2 other characteristics associated with effective 5 3 teaching, or a combination of these criteria." 5 4 #30.
