1 9 following:
1 10 "2. Notwithstanding section 8.33, moneys
1 11 appropriated to the department of agriculture and land
1 12 stewardship to provide financial assistance for the
1 13 establishment of permanent soil and water conservation
1 14 practices as provided in section 20, that remain
1 15 unencumbered or unobligated at the close of the fiscal
1 16 year shall not revert but shall remain available for
1 17 expenditure for the purposes designated until the
1 18 close of the fiscal year that begins July 1, 2004."
