1 2 #1. Page 12, by inserting before line 1, the
1 3 following:
1 4 "Sec. . DISTRIBUTION OF FUNDS APPROPRIATED.
1 5 For the fiscal year beginning July 1, 2001, and ending
1 6 June 30, 2002, moneys appropriated by the general
1 7 assembly from the general fund of the state to the
1 8 department of education for community colleges for a
1 9 fiscal year shall be allocated to each community
1 10 college by the department of education in the
1 11 following manner:
1 12 1. BASE FUNDING. The base funding for a fiscal
1 13 year shall be equal to the amount each community
1 14 college received as an allocation from appropriations
1 15 made from the general fund of the state in the most
1 16 recent fiscal year.
1 17 2. DISTRIBUTION FOR INFLATION. First priority
1 18 shall be to give each college an increase based upon
1 19 inflation. The inflation increase shall be not less
1 20 than 2 percent. However, the inflation increase shall
1 21 be equal to the national inflation rate, if it exceeds
1 22 2 percent, if the amount of state aid appropriated is
1 23 equal to or greater than the national inflation rate.
1 24 3. DISTRIBUTION BASED ON PROPORTIONAL SHARE OF
1 25 ENROLLMENT. The balance of the growth in state aid
1 26 appropriations, once the inflation increase has been
1 27 satisfied, shall be distributed based on each
1 28 college's proportional share of enrollment. However,
1 29 a minimum of one percent of the total growth shall be
1 30 distributed in this manner.
1 31 4. If the total appropriation made by the general
1 32 assembly is less than 2 percent growth, the entire
1 33 increase shall be distributed as inflation."
