1 23 Sec. . DISTRIBUTION OF FUNDS APPROPRIATED. For
1 24 the fiscal year beginning July 1, 2001, and ending
1 25 June 30, 2002, moneys appropriated by the general
1 26 assembly from the general fund of the state to the
1 27 department of education for community colleges for a
1 28 fiscal year shall be allocated to each community
1 29 college by the department of education in the
1 30 following manner:
1 31 1. BASE FUNDING. The base funding for a fiscal
1 32 year shall be equal to the amount each community
1 33 college received as an allocation from appropriations
1 34 made from the general fund of the state in the most
1 35 recent fiscal year.
1 36 2. DISTRIBUTION FOR INFLATION. First priority
1 37 shall be to give each college an increase based upon
1 38 inflation. The inflation increase shall be not less
1 39 than 2 percent. However, the inflation increase shall
1 40 be equal to the national inflation rate, if it exceeds
1 41 2 percent, if the amount of state aid appropriated is
1 42 equal to or greater than the national inflation rate.
1 43 3. DISTRIBUTION BASED ON PROPORTIONAL SHARE OF
1 44 ENROLLMENT. The balance of the growth in state aid
1 45 appropriations, once the inflation increase has been
1 46 satisfied, shall be distributed based on each
1 47 college's proportional share of enrollment. However,
1 48 a minimum of one percent of the total growth shall be
1 49 distributed in this manner.
1 50 4. If the total appropriation made by the general
2 1 assembly is less than 2 percent growth, the entire
2 2 increase shall be distributed as inflation.""
