1 6 a process used to alter the genetic characteristics of
1 7 a plant by modifying the deoxyribonucleic acid of the
1 8 plant's seed in a manner other than by breeding or
1 9 pollination."

1 13 #3. Page 4, line 22, by inserting after the words
1 14 "crop operation property" the following: ", without
1 15 the consent of the owner".

1 19 #5. Page 4, line 26, by inserting after the word

1 22 #6. Page 5, by inserting after line 12, the
1 23 following:
1 24 "d. Sell agricultural seed as defined in section
1 25 199.1 that has been genetically modified using a
1 26 biotechnological system or technique, unless
1 27 information regarding the agricultural seed is filed
1 28 with an interagency review committee composed of the
1 29 secretary of agriculture, the commissioner of public
1 30 safety, and the director of public health, as provided
1 31 by the committee. The committee shall review issues
1 32 relating to planting, harvesting, and marketing the
1 33 agricultural seed, crops originating from the
1 34 agricultural seed, or goods produced from those crops.
1 35 If the committee determines that a risk to the state's
1 36 economy or public health exists, the committee shall
1 37 issue a public warning regarding the sale and use of
1 38 the agricultural seed, crops originating from the
1 39 agricultural seed, or goods produced from those
1 40 crops."
1 41 #7. Page 6, by inserting after line 30, the
1 42 following:
1 43 "4A. A person who sells agricultural seed that has
1 44 been genetically modified using a biotechnological
1 45 system or technique in violation of subsection 1,
1 46 paragraph "d", is guilty of a serious misdemeanor."
1 47 #8. By renumbering as necessary.
