1 22 Sec. . DISTRIBUTION OF FUNDS APPROPRIATED. For
1 23 the fiscal year beginning July 1, 2001, and ending
1 24 June 30, 2002, moneys appropriated by the general
1 25 assembly from the general fund of the state to the
1 26 department of education for community colleges for a
1 27 fiscal year shall be allocated to each community
1 28 college by the department of education in the
1 29 following manner:
1 30 1. BASE FUNDING. The base funding for a fiscal
1 31 year shall be equal to the amount each community
1 32 college received as an allocation from appropriations
1 33 made from the general fund of the state in the most
1 34 recent fiscal year.
1 35 2. DISTRIBUTION FOR INFLATION. First priority
1 36 shall be to give each college an increase based upon
1 37 inflation. The inflation increase shall be not less
1 38 than 2 percent. However, the inflation increase shall
1 39 be equal to the national inflation rate, if it exceeds
1 40 2 percent, if the amount of state aid appropriated is
1 41 equal to or greater than the national inflation rate.
1 42 3. DISTRIBUTION BASED ON PROPORTIONAL SHARE OF
1 43 ENROLLMENT. The balance of the growth in state aid
1 44 appropriations, once the inflation increase has been
1 45 satisfied, shall be distributed based on each
1 46 college's proportional share of enrollment. However,
1 47 a minimum of one percent of the total growth shall be
1 48 distributed in this manner.
1 49 4. If the total appropriation made by the general
1 50 assembly is less than 2 percent growth, the entire
2 1 increase shall be distributed as inflation."
