1 3 #1. Page 10, by inserting after line 9, the
1 4 following:
1 5 "Sec. . Section 18.3, Code 2001, is amended by
1 6 adding the following new subsection:
1 7 NEW SUBSECTION. 2A. Approving and executing, in
1 8 accordance with rules adopted by the director, all
1 9 sole source contracts and all contracts with an
1 10 aggregate cost exceeding twenty thousand dollars, for
1 11 the purchase of equipment, supplies, or services, that
1 12 are proposed by a state agency, except for purchases
1 13 for equipment, supplies, or services used by the state
1 14 department of transportation, institutions under the
1 15 control of the state board of regents, the department
1 16 for the blind, and any other agencies exempted by law.
1 17 "Sole source contract" means a contract for the
1 18 purchase of equipment, supplies, or services that is
1 19 entered into or proposed to be entered into by a state
1 20 agency, after soliciting and negotiating with only one
1 21 source."
