1 3 #1. Page 4, by inserting after line 10, the
1 4 following:
1 5 "Sec. . Section 8.54, subsections 7 and 8, Code
1 6 2001, are amended by striking the subsections and
1 7 inserting in lieu thereof the following:
1 8 7. The governor shall transmit to the general
1 9 assembly, in accordance with section 8.21, a budget
1 10 which does not exceed the state general fund
1 11 expenditure limitation. The general assembly shall
1 12 pass a budget which does not exceed the state general
1 13 fund expenditure limitation. The governor shall not
1 14 transmit a budget with recommended appropriations in
1 15 excess of the state general fund expenditure
1 16 limitation and the general assembly shall not pass a
1 17 budget with appropriations in excess of the state
1 18 general fund expenditure limitation. In complying
1 19 with the requirements of this subsection, the governor
1 20 and the general assembly shall not rely on any
1 21 anticipated reversion of appropriations in order to
1 22 meet the state general fund expenditure limitation."
1 23 #2. Title page, line 2, by inserting before the
1 24 word "strategic" the following: "the state budget and
1 25 expenditures,".
