PAG LIN 1 1 Amend Senate File 514 as follows: 1 2 #1. Page 21, by inserting after line 27, the 1 3 following: 1 4 "Sec. 100. Section 403.5, subsection 2, unnumbered 1 5 paragraph 2, Code 2001, is amended to read as follows: 1 6 Prior to its approval of an urban renewal plan 1 7 which provides for a division of revenue pursuant to 1 8 section 403.19, the municipality shall mail the 1 9 proposed plan by regular mail to the affected taxing 1 10 entities. The municipality shall include with the 1 11 proposed plan notification of a consultation to be 1 12 held between the municipality and affected taxing 1 13 entities prior to the public hearing on the urban 1 14 renewal plan. Each affected taxing entity may appoint 1 15 a representative to attend the consultation. The 1 16 consultation may include a discussion of the estimated 1 17 growth in valuation of taxable property included in 1 18 the proposed urban renewal area, the fiscal impact of 1 19 the division of revenue on the affected taxing 1 20 entities, the estimated impact on the provision of 1 21 services by each of the affected taxing entities in 1 22 the proposed urban renewal area, and the duration of 1 23 any bond issuance included in the plan. The 1 24 designated representative of the affected taxing 1 25 entity may make written recommendations for 1 26 modification to the proposed division of revenue no 1 27 later than seven days following the date of the 1 28 consultation. The representative of the municipality 1 29 shall, no later than seven days prior to the public 1 30 hearing on the urban renewal plan, submit a written 1 31 response to the affected taxing entity addressing the 1 32 recommendations for modification to the proposed 1 33 division of revenue. The municipality shall not 1 34 proceed with approval of the urban renewal plan unless 1 35 each affected taxing entity that attended the 1 36 consultation, by resolution, approves the urban 1 37 renewal plan." 1 38 #2. Page 21, by striking line 29, and inserting 1 39 the following: 1 40 "Sec. . APPLICABILITY DATES. Section 100 of 1 41 this Act applies to urban renewal plans submitted for 1 42 consultation on or after July 1, 2001. The remainder 1 43 of this Act applies to the". 1 44 #3. Title page, by striking lines 1 and 2, and 1 45 inserting the following: "An Act relating to local 1 46 property tax by imposing a maximum property tax 1 47 dollars limitation for counties and by requiring 1 48 approval by affected taxing entities of an urban 1 49 renewal plan and providing for the Act's 1 50 applicability." 2 1 #4.
