  1  1    Amend Senate File 348 as follows:
  1  2    #1.  Page 3, by striking lines 6 and 7 and
  1  3 inserting the following:  "school.  The sponsor shall
  1  4 provide for an election for".
  1  5    #2.  Page 3, by inserting after line 27 the
  1  6 following:
  1  7    "___.  Notwithstanding subsection 1, a sponsor that
  1  8 wishes to operate a charter school within the
  1  9 boundaries of a school district shall apply to that
  1 10 district's school board for approval.  If the school
  1 11 board denies the application, the decision of the
  1 12 school board is final and not subject to review by any
  1 13 court or agency.  A school board seeking to sponsor a
  1 14 charter school within its own boundaries is exempt
  1 15 from this subsection."
  1 16    #3.  By striking page 3, line 32 through page 4,
  1 17 line 1 and inserting the following:  "not to sponsor a
  1 18 charter school, the decision of the school board is
  1 19 final and not subject to review by any court or
  1 20 agency."
  1 21    #4.  Page 7, by striking lines 26 through 33 and
  1 22 inserting the following:  "decision in a timely
  1 23 manner, the failure to notify shall be deemed a
  1 24 denial, and the decision of the school board to deny
  1 25 approval is final and not subject to review by any
  1 26 court or agency."
  1 27    #5.  Page 13, by striking lines 19 through 24 and
  1 28 inserting the following:  "management, approves the
  1 29 lease."
  1 30    #6.  Page 15, by striking lines 2 through 5 and
  1 31 inserting the following:  "taxation.  Except as
  1 32 provided in section 256F.5, subsection 1, paragraph
  1 33 "f", a pilot charter school shall not levy taxes or
  1 34 issue bonds for any purpose.  The operation".
