  1  1    Section 1.  Section 163.2, unnumbered paragraph 2, Code
  1  2 Supplement 2001, is amended to read as follows:
  1  3    As used in this chapter, "foot, unless the context
  1  4 otherwise requires:
  1  5    1.  "Foot and mouth disease" means a virus of the family
  1  6 picornaviridae, genus aphthovirus, including any
  1  7 immunologically distinct serotypes.
  1  8    2.  "Scrapie" means a disease classified as a form of
  1  9 transmissible spongiform encephalopathies that affects the
  1 10 central nervous system of sheep and goats.  
  1 11                             SCRAPIE
  1 12    Sec. 2.  NEW SECTION.  163.57  GOAT IDENTIFICATION.
  1 13    If the department requires that goats moved to or within an
  1 14 exhibition be identified as part of a scrapie control program,
  1 15 the department shall provide for methods of identification.
  1 16 However, if the department requires the use of tags to
  1 17 identify goats, it shall also allow alternative methods of
  1 18 identification, including but not limited to the use of
  1 19 tattoos.  The use of any method of identification required or
  1 20 allowed by the department must be compatible with applicable
  1 21 federal law.  
  1 22                           EXPLANATION
  1 23    This bill amends Code chapter 163, which authorizes the
  1 24 department of agriculture and land stewardship to control the
  1 25 outbreak of contagious or infectious diseases afflicting
  1 26 different species of livestock.  This bill provides that if
  1 27 the department requires that goats moved to or within an
  1 28 exhibition be identified as part of a scrapie control program,
  1 29 by the use of tags, it must also allow goats to be identified
  1 30 by alternative methods, including the use of tattoos.  The
  1 31 bill provides that the method of identification must be
  1 32 compatible with federal law.
