  1  1    Section 1.  Section 147.82, Code 2001, is amended by
  1  2 striking the section and inserting in lieu thereof the
  1  3 following:
  1  4    147.82  FEES.
  1  5    All fees shall be collected by the respective licensing
  1  6 boards and paid to the treasurer of state.  Ten percent of
  1  7 each fee shall be deposited in the general fund of the state.
  1  8 The remaining ninety percent of each fee shall be deposited in
  1  9 a special fund established within the state treasury for the
  1 10 examining board to whom the fee was paid.
  1 11    Sec. 2.  Section 147.94, subsection 4, Code 2001, is
  1 12 amended to read as follows:
  1 13    4.  All license and renewal fees exacted from paid by
  1 14 persons licensed to practice pharmacy shall be paid to and
  1 15 collected by the secretary of the pharmacy examiners, for
  1 16 deposit pursuant to section 147.82.
  1 17    Sec. 3.  Section 147.102, Code 2001, is amended to read as
  1 18 follows:
  1 19    147.102  PSYCHOLOGISTS, CHIROPRACTORS, AND DENTISTS.
  1 20    Notwithstanding the provisions of this subtitle, every
  1 21 application for a license to practice psychology,
  1 22 chiropractic, or dentistry shall be made directly to the
  1 23 chairperson, executive director, or secretary of the examining
  1 24 board of such profession, and every reciprocal agreement for
  1 25 the recognition of any such license issued in another state
  1 26 shall be negotiated by the examining board for such
  1 27 profession.  All examination, license, and renewal fees
  1 28 received from persons licensed to practice any of such
  1 29 professions shall be paid to and collected by the chairperson,
  1 30 executive director, or secretary of the examining board of
  1 31 such profession, who shall transmit the fees to the treasurer
  1 32 of state for deposit into the general fund of the state as
  1 33 provided in section 147.82.  The salary of the secretary shall
  1 34 be established by the governor with the approval of the
  1 35 executive council pursuant to section 19A.9, subsection 2,
  2  1 under the pay plan for exempt positions in the executive
  2  2 branch of government.  
  2  3                           EXPLANATION
  2  4    This bill provides that all health profession examination,
  2  5 license, and renewal fees shall be collected by the respective
  2  6 licensing boards and paid to the treasurer of state.  The bill
  2  7 provides that 10 percent of each fee shall be deposited in the
  2  8 general fund of the state, and the remaining 90 percent of
  2  9 each fee shall be deposited in a special fund within the state
  2 10 treasury maintained for each licensing board.  The bill makes
  2 11 conforming changes with respect to specified licensing boards.
