  1  1    Section 1.  Section 232.133, subsections 1 and 2, Code
  1  2 2001, are amended to read as follows:
  1  3    1.  An interested party who is aggrieved by an order or
  1  4 decree of the juvenile court may appeal from the court for
  1  5 review of questions of law or fact.  However, an order
  1  6 adjudicating a child to have committed a delinquent act,
  1  7 entered pursuant to section 232.47, shall not be appealed
  1  8 until the court enters a corresponding dispositional order
  1  9 pursuant to section 232.52.  If an order or decree affects the
  1 10 custody of a child, the appeal shall be heard at the earliest
  1 11 practicable time.
  1 12    2.  The procedure for such appeals Except for appeals of
  1 13 orders entered pursuant to section 232.117, appellate
  1 14 procedures shall be governed by the same provisions applicable
  1 15 to appeals from the district court provided that when such
  1 16 order or decree affects the custody of a child the appeal
  1 17 shall be heard at the earliest practicable time.  The supreme
  1 18 court may prescribe rules to expedite the resolution of
  1 19 appeals of final orders for termination of parental rights
  1 20 entered under section 232.117.  
  1 21                           EXPLANATION
  1 22    This bill relates to appeals of orders and decrees entered
  1 23 by the juvenile court.
  1 24    The bill amends Code section 232.133 to authorize the Iowa
  1 25 supreme court to prescribe rules to expedite the resolution of
  1 26 appeals of termination of parental rights orders.  In
  1 27 addition, existing language is rearranged.
