PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY (PROPOSED COMMITTEE ON AGRICULTURE RESOLUTION 1 3 BY CHAIRPERSON KLEMME) 1 4 A House Concurrent Resolution to request that the 1 5 Congress of the United States maintain its 1 6 commitment to clean air and the ethanol industry, 1 7 by maintaining the oxygenate requirement in the 1 8 federal Clean Air Act that promotes the use of ethanol 1 9 in reformulated gasoline, and urging the United 1 10 States Environmental Protection Agency to resist 1 11 California's attempt to waive the oxygenate 1 12 requirement in that state. 1 13 WHEREAS, the federal Clean Air Act requires the use of 1 14 oxygenated motor vehicle fuels in order to improve air quality 1 15 in the nation's most polluted areas and to reduce emissions of 1 16 benzene and other ozone-forming aromatic compounds associated 1 17 with gasoline; and 1 18 WHEREAS, ethanol blended gasoline is an environmentally 1 19 safe oxygenate enhancer that may be used in reformulated 1 20 gasoline in order to comply with the requirements of the 1 21 federal Clean Air Act; and 1 22 WHEREAS, the Governor of California in Executive Order D-5- 1 23 99 has ordered the California Environmental Protection Agency 1 24 to work with Senator Feinstein and the California 1 25 congressional delegation to pursue a permanent waiver of the 1 26 federal Clean Air Act requirements for oxygen content in 1 27 reformulated gasoline in California; and 1 28 WHEREAS, this nation's petroleum industry is actively 1 29 pursuing the removal of the oxygenate requirement altogether 1 30 from the United States Environmental Protection Agency's 1 31 Reformulated Gasoline Program; and 1 32 WHEREAS, a federal waiver of the oxygenate requirement in 1 33 California, let alone nationwide repeal, would be a 1 34 devastating loss of a significant opportunity for ethanol in 1 35 this country; NOW THEREFORE, 2 1 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE 2 2 CONCURRING, That the Iowa General Assembly encourages the 2 3 Congress of the United States to maintain its commitment to 2 4 the federal Clean Air Act by retaining its oxygenate 2 5 requirements and by implementing standards that ensure the 2 6 opportunity for the use of ethanol blended gasoline in Phase 2 7 II of the Reformulated Gasoline Program, thereby preserving 2 8 the natural environment, protecting the public health, 2 9 reducing this nation's dependence upon foreign petroleum, and 2 10 providing additional markets; and 2 11 BE IT FURTHER RESOLVED, That the Iowa General Assembly 2 12 encourages the United States President, the Administrator of 2 13 the United States Environmental Protection Agency, and the 2 14 Congress of the United States to oppose the waiver of the 2 15 oxygen content requirement from the United States 2 16 Environmental Protection Agency's Reformulated Gasoline 2 17 Program in California; and 2 18 BE IT FURTHER RESOLVED, That a copy of this Resolution be 2 19 sent by the Chief Clerk of the House of Representatives to the 2 20 President of the United States and the Administrator of the 2 21 United States Environmental Protection Agency; and 2 22 BE IT FURTHER RESOLVED, That copies of this Resolution be 2 23 sent by the Chief Clerk of the House of Representatives to the 2 24 President of the Senate of the United States, the Speaker of 2 25 the House of Representatives of the United States, the 2 26 Majority and Minority Leaders of the United States Senate, and 2 27 the Majority and Minority Leaders of the United States House 2 28 of Representatives; and 2 29 BE IT FURTHER RESOLVED, That copies of this Resolution be 2 30 sent by the Chief Clerk of the House of Representatives to 2 31 Iowa's congressional delegation. 2 32 LSB 2313HC 79 2 33 da/cf/24
