1 2 BY (PROPOSED COMMITTEE ON TRANSPORTATION RESOLUTION
1 3 BY CHAIRPERSON BRAUNS)
1 4 A Concurrent Resolution requesting the legislative
1 5 council to establish a road use tax fund formula
1 6 interim study committee.
1 7 WHEREAS, the current formula for allocation of road
1 8 use tax fund moneys to the primary, secondary, and
1 9 farm-to-market road funds and to the street
1 10 construction fund of the cities has been in place for
1 11 more than 10 years; and
1 12 WHEREAS, the density of population in urban and
1 13 rural areas of the state is continually changing; and
1 14 WHEREAS, these changes in population density affect
1 15 the sources of the moneys comprising the road use tax
1 16 fund; NOW THEREFORE,
1 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 18 SENATE CONCURRING, That the legislative council is
1 19 requested to establish a road use tax fund formula
1 20 interim study committee consisting of members of both
1 21 political parties from both houses of the general
1 22 assembly, the director of transportation or the
1 23 director's designee, and representatives of the Iowa
1 24 league of cities, the Iowa state association of
1 25 counties, the Iowa farm bureau federation, Iowa
1 26 chamber of commerce executives, the professional
1 27 developers of Iowa, the American public works
1 28 association, and the Iowa motor truck association; and
1 29 BE IT FURTHER RESOLVED, That the interim study
1 30 committee shall analyze and recommend any necessary
2 1 changes in the current road use tax fund formula for
2 2 allocation to the primary, secondary, and farm-to-
2 3 market road funds and the street construction fund of
2 4 the cities; the statutory off-the-top allocations from
2 5 the road use tax fund; and the formula for
2 6 apportionment of road use tax fund moneys to counties
2 7 and cities; and
2 8 BE IT FURTHER RESOLVED, That the interim study
2 9 committee shall submit a report of its findings and
2 10 recommendations to the governor and the general
2 11 assembly for consideration during the 2002 legislative
2 12 session.
