1 1 Section 1. SPECIAL SESSION LEGISLATIVE PER DIEM AND
1 2 EXPENSES. Notwithstanding section 2.10, subsection 6, for the
1 3 special session that convenes April 22, 2002, the members of
1 4 the general assembly are not entitled to and shall not receive
1 5 the sum of eighty-six dollars per day for each day the general
1 6 assembly is actually in special session, and shall also not
1 7 receive any travel allowances and expenses for the special
1 8 session as otherwise authorized by section 2.10. This
1 9 prohibition on the receipt of per diem, travel allowances, and
1 10 expenses only applies if the general assembly meeting in
1 11 special session that convenes April 22, 2002, does not pass
1 12 any bill, other than this Act, as provided in the Constitution
1 13 of the State of Iowa, article III, section 17, which is styled
1 14 "Be it enacted by the General Assembly of the State of Iowa"
1 15 as provided in the Constitution of the State of Iowa, article
1 16 III, legislative department, section 1.
1 17 Sec. 2. EFFECTIVE DATE AND APPLICABILITY PROVISIONS. This
1 18 Act, being deemed of immediate importance, takes effect upon
1 19 enactment and is retroactively applicable to April 22, 2002.
1 20 EXPLANATION
1 21 This bill provides that members of the general assembly
1 22 will not be paid per diem, travel allowances, and expenses for
1 23 the special session convening April 22, 2002, unless the
1 24 members pass one or more bills, other than this bill, which
1 25 are intended to become law.
1 26 The bill takes effect upon enactment and is retroactively
1 27 applicable to April 22, 2002.
