1 6 NEW PARAGRAPH. m. Nonbasic communications services

1 8 Sec. 2. Section 476.96, Code 2001, is amended by adding
1 9 the following new subsection:
1 10 NEW SUBSECTION. 3A. "Customer" means a subscriber of
1 11 telephone services from a telecommunications company who
1 12 receives a bill from and is authorized to transact with the
1 13 telecommunications company regarding basic local telephone
1 14 service issues and nonbasic communications services, or the
1 15 legally appointed representative of the customer authorized to
1 16 act on the customer's behalf by virtue of a power of attorney,
1 17 court-ordered guardianship or conservatorship, or other legal
1 18 document or court order.
1 19 EXPLANATION
1 20 This bill amends Code section 476.96, which provides
1 21 definitions regarding telecommunications service.
1 22 The bill adds the blocking of directory assistance calls,
1 23 collect calls, long-distance operator calls, and nonbasic
1 24 communications services to the definition of "basic local
1 25 telephone service". Nonbasic communications services are
1 26 communications services that are not basic, including any
1 27 service offered by the local exchange carrier for the first
1 28 time after July 1, 1995.
1 29 The bill also defines "customer" to include not only the
1 30 subscriber of the telephone services, but also any legally
1 31 appointed representative of the customer who is authorized to
1 32 make decisions regarding basic and nonbasic telephone services
1 33 for the customer.
