  1  1    Section 1.  NEW SECTION.  280.12A  COMMUNITY ADVISORY
  1  2 COMMITTEE.
  1  3    1.  The board of directors of each public school district
  1  4 and the authorities in charge of each nonpublic school shall
  1  5 appoint a community advisory committee, which shall be
  1  6 responsible to the board or the authorities in charge and
  1  7 shall cooperate with and assist the board or the authorities
  1  8 in charge to do the following:
  1  9    a.  Determine opportunities to build stronger partnerships
  1 10 between the schools and minority and low-income families.
  1 11    b.  Develop methods to eliminate the achievement gap
  1 12 between the general school population and minority and low-
  1 13 income students.
  1 14    c.  Identify strategies to expand early childhood
  1 15 educational opportunities for children from birth to four
  1 16 years of age.
  1 17    d.  Establish or expand youth development programs and
  1 18 after-school and summer school programming that provide
  1 19 tutoring and mentoring activities.
  1 20    e.  Develop methods for improving communication between
  1 21 schools, families, and community service organizations and for
  1 22 maintaining minority and low-income family connections to
  1 23 their school.
  1 24    2.  The advisory committee membership shall consist of
  1 25 students, parents, teachers, administrators, representatives
  1 26 of business and labor, and other representatives from the
  1 27 local community.  To the extent possible, committee membership
  1 28 shall be broadly representative of the minority populations in
  1 29 the community and balanced with regard to ethnicity, gender,
  1 30 income level, and disability.
  1 31    3.  The committee shall submit any recommendations in a
  1 32 report to the board or the authorities in charge at least once
  1 33 each year.
  1 34    Sec. 2.  STATE MANDATE FUNDING SPECIFIED.  In accordance
  1 35 with section 25B.2, subsection 3, the state cost of requiring
  2  1 compliance with any state mandate included in this Act shall
  2  2 be paid by a school district from state school foundation aid
  2  3 received by the school district under section 257.16.  This
  2  4 specification of the payment of the state cost shall be deemed
  2  5 to meet all the state funding-related requirements of section
  2  6 25B.2, subsection 3, and no additional state funding shall be
  2  7 necessary for the full implementation of this Act by and
  2  8 enforcement of this Act against all affected school districts.  
  2  9                           EXPLANATION
  2 10    This bill directs the board of directors of each public
  2 11 school district and the authorities in charge of each
  2 12 nonpublic school to provide for the selection of a community
  2 13 advisory committee that will be responsible to the board or
  2 14 the authorities and must cooperate with and assist the board
  2 15 or the authorities to build stronger partnerships between the
  2 16 schools and minority and low-income families, eliminate the
  2 17 achievement gap between the general school population and
  2 18 minority and low-income students, expand early childhood
  2 19 educational opportunities, establish or expand youth
  2 20 development programs and after-school and summer school
  2 21 programming, and improve communication between schools,
  2 22 families, and community service organizations to keep minority
  2 23 and low-income families connected to their school.
  2 24    Committee membership consists of students, parents,
  2 25 teachers, administrators, representatives of business and
  2 26 labor, and other representatives from the local community, and
  2 27 to the extent possible, must be broadly representative of the
  2 28 minority populations in the community and balanced with regard
  2 29 to ethnicity, gender, income level, and disability.
  2 30    The bill may include a state mandate as defined in Code
  2 31 section 25B.3.  The bill requires that the state cost of any
  2 32 state mandate included in the bill be paid by a school
  2 33 district from state school foundation aid received by the
  2 34 school district under section 257.16.  The specification is
  2 35 deemed to constitute state compliance with any state mandate
  3  1 funding-related requirements of Code section 25B.2.  The
  3  2 inclusion of this specification is intended to reinstate the
  3  3 requirement of political subdivisions to comply with any state
  3  4 mandates included in the bill.
