PAG LIN 1 1 Section 1. Section 256.11, subsection 5, paragraph h, 1 2 unnumbered paragraph 1, Code Supplement 2001, is amended to 1 3 read as follows: 1 4 A minimum of three sequential units in at least four of the 1 5 following six vocational service areas: agriculture, business 1 6 or office occupations, health occupations, family and consumer 1 7 sciences or home economics occupations, industrial technology 1 8 or trade and industrial education, and marketing education. 1 9 However, all students shall complete a minimum of one-half 1 10 unit of family and consumer sciences instruction, which shall 1 11 include, but shall not be limited to, parenting, parenting 1 12 roles and responsibilities, the cost of raising a child, 1 13 creating nurturing and protective environments for children, 1 14 child development, child care skills, interpersonal skills, 1 15 problem solving and decision-making skills, coping with the 1 16 stress of raising children, positive discipline and conflict 1 17 resolution strategies, and life management skills. 1 18 Instruction shall be competency-based, articulated with 1 19 postsecondary programs of study, and include field, 1 20 laboratory, or on-the-job training. Each sequential unit 1 21 shall include instruction in a minimum set of competencies 1 22 established by the department of education that relate to the 1 23 following: new and emerging technologies; job-seeking, job- 1 24 adaptability, and other employment, self-employment and 1 25 entrepreneurial skills that reflect current industry standards 1 26 and labor-market needs; and reinforcement of basic academic 1 27 skills. The instructional programs shall also comply with the 1 28 provisions of chapter 258 relating to vocational education. 1 29 However, this paragraph does not apply to the teaching of 1 30 vocational education in nonpublic schools. 1 31 Sec. 2. STATE MANDATE FUNDING SPECIFIED. In accordance 1 32 with section 25B.2, subsection 3, the state cost of requiring 1 33 compliance with any state mandate included in this Act shall 1 34 be paid by a school district from state school foundation aid 1 35 received by the school district under section 257.16. This 2 1 specification of the payment of the state cost shall be deemed 2 2 to meet all the state funding-related requirements of section 2 3 25B.2, subsection 3, and no additional state funding shall be 2 4 necessary for the full implementation of this Act by and 2 5 enforcement of this Act against all affected school districts. 2 6 EXPLANATION 2 7 This bill requires all students enrolled in grades nine 2 8 through 12 in school districts and accredited nonpublic 2 9 schools to complete at least one-half unit of family and 2 10 consumer sciences instruction that includes coursework in 2 11 parenting; parenting roles and responsibilities; the costs of 2 12 raising a child; creating nurturing and protective 2 13 environments for children; child development; child care, 2 14 interpersonal, life management, and decision-making skills; 2 15 coping with the stress of raising children; and positive 2 16 discipline and conflict resolution strategies. 2 17 The bill may include a state mandate as defined in Code 2 18 section 25B.3. The bill requires that the state cost of any 2 19 state mandate included in the bill be paid by a school 2 20 district from state school foundation aid received by the 2 21 school district under Code section 257.16. The specification 2 22 is deemed to constitute state compliance with any state 2 23 mandate funding-related requirements of Code section 25B.2. 2 24 The inclusion of this specification is intended to reinstate 2 25 the requirement of political subdivisions to comply with any 2 26 state mandates included in the bill. 2 27 LSB 6169YH 79 2 28 kh/pj/5.1
