  1  1    Section 1.  NEW SECTION.  28E.20  LOCAL SERVICES
  1  2 COMMITTEES.
  1  3    1.  A local services committee is created within each
  1  4 county.  In counties where a city crosses the county boundary,
  1  5 both counties may organize as one combined local services
  1  6 committee.
  1  7    2.  Members of the committee shall be appointed by
  1  8 September 1, 2002.  The committee shall be composed of the
  1  9 following members:
  1 10    a.  Three members appointed by the board of supervisors.
  1 11 Two of the three members must be residents of the
  1 12 unincorporated area of the county.
  1 13    b.  One member appointed by the city council of each city
  1 14 in the county.
  1 15    3.  The committee shall hold an organization meeting no
  1 16 later than ten days after appointment of members.  The
  1 17 organizational meeting shall be convened by the chairperson of
  1 18 the county board of supervisors.
  1 19    4.  The local services committee shall conduct a
  1 20 comprehensive study of the method by which services are
  1 21 provided in the county.  The committee shall document
  1 22 duplicated services provided by the cities and county and
  1 23 shall develop a plan for joint delivery of services and joint
  1 24 financing and use of facilities and equipment.
  1 25    5.  The local services committee shall provide a report to
  1 26 the county board of supervisors and the city council of each
  1 27 city in the county on or before September 1, 2003.  
  1 28                           EXPLANATION
  1 29    This bill establishes a local services committee in each
  1 30 county.  If a city crosses a county boundary, the counties may
  1 31 organize one combined local services committee.  Members of
  1 32 the local services committee are to be appointed by the county
  1 33 board of supervisors and by the city council of each city in
  1 34 the county.  Members are to be appointed by September 1, 2002,
  1 35 and the committee is to hold its organizational meeting no
  2  1 later than 10 days after appointment of the members.
  2  2    The bill provides that the local services committee is to
  2  3 study service delivery in the county and develop a plan for
  2  4 joint delivery of services and joint financing and use of
  2  5 facilities and equipment.  The bill also provides that the
  2  6 local services committee is to report to the county board of
  2  7 supervisors and the city councils on or before September 1,
  2  8 2003.
