  1  1    Section 1.  PILOT PROJECT – PLACEMENT OF FLASHING TRAFFIC
  1  2 SIGNALS.  Notwithstanding anything to the contrary in section
  1  3 321.257, the state department of transportation shall
  1  4 establish a two-year pilot project by identifying five
  1  5 intersections in the state that have traffic control signals
  1  6 where there have been increased rates of traffic citations or
  1  7 traffic accidents resulting from the failure to yield to or
  1  8 obey traffic control signals at the intersection.  The
  1  9 department shall place or program traffic control signals at
  1 10 each of the identified intersections so that the signals
  1 11 provide a green light that flashes three times, at intervals
  1 12 selected by the department, prior to turning yellow and then
  1 13 red.  If the intersections identified by the department for
  1 14 the pilot project are under the jurisdiction of a governmental
  1 15 subdivision, the department shall facilitate placement or
  1 16 programming of the traffic control signals in coordination
  1 17 with that governmental subdivision.  The department shall
  1 18 submit a report to the general assembly on or before December
  1 19 1, 2004, regarding the pilot project and the department's
  1 20 recommendations regarding whether to continue or expand the
  1 21 project.  
  1 22                           EXPLANATION
  1 23    This bill requires the state department of transportation
  1 24 to establish a two-year pilot project that identifies five
  1 25 intersections in the state that have traffic control signals
  1 26 where there have been increased rates of traffic citations or
  1 27 accidents resulting from the failure to yield to or obey the
  1 28 traffic control signals.  The department is directed to place
  1 29 or program traffic control signals at each of the identified
  1 30 intersections so that the signals provide a green light that
  1 31 flashes three times, at intervals selected by the department,
  1 32 before turning yellow and then red.  If the intersections
  1 33 chosen by the department for the pilot project are under the
  1 34 jurisdiction of a governmental subdivision, the department
  1 35 shall coordinate placement or programming of the traffic
  2  1 control signals in coordination with that governmental
  2  2 subdivision.  The department must submit a report to the
  2  3 general assembly on or before December 1, 2004, regarding the
  2  4 pilot project and the department's recommendations concerning
  2  5 the continuation or expansion of the project.
