  1  1    Section 1.  STUDY OF MENTAL HEALTH TREATMENT IN
  1  2 CORRECTIONAL SETTINGS.
  1  3    1.  During 2002, the division of criminal and juvenile
  1  4 justice planning of the department of human rights shall
  1  5 conduct a study of mental health treatment in correctional
  1  6 settings.  The division shall submit a report including
  1  7 findings and recommendations to the governor and general
  1  8 assembly no later than January 2003.  It is the intent of the
  1  9 general assembly that the relevant standing committees and
  1 10 appropriations subcommittees, including the committees on
  1 11 human resources and on judiciary and the joint appropriations
  1 12 subcommittees on human services and on the justice system,
  1 13 will receive a presentation on the study during the 2003
  1 14 legislative session.
  1 15    2.  In performing the study, the division may involve the
  1 16 membership of the criminal and juvenile justice planning
  1 17 advisory council and other knowledgeable persons who may
  1 18 include any of the following:
  1 19    a.  Members of the general assembly with expertise in the
  1 20 justice system, human services, mental health, or substance
  1 21 abuse treatment.
  1 22    b.  Persons with expertise from the university of Iowa,
  1 23 including the Iowa consortium for mental health services,
  1 24 training, and research.
  1 25    c.  Representatives of the following state agencies and
  1 26 bodies:  departments of corrections, human services, and
  1 27 public health, mental health and developmental disabilities
  1 28 commission, mental health planning council, and board of
  1 29 parole.
  1 30    d.  Representatives of the Iowa state association of
  1 31 counties who are involved with mental health services.
  1 32    e.  Persons involved with the Iowa mental health forum
  1 33 conducted by the state public policy group and consumers and
  1 34 family members of consumers of mental health services.
  1 35    f.  Persons who have conducted studies on this topic from
  2  1 the sixth judicial district department of correctional
  2  2 services and other representatives of the community-based
  2  3 corrections system.
  2  4    3.  The division may request technical assistance and other
  2  5 support from any agency associated with the three branches of
  2  6 state government, and from local and national sources.  
  2  7                           EXPLANATION
  2  8    This bill directs the division of criminal and juvenile
  2  9 justice planning of the department of human rights to conduct
  2 10 a study of mental health treatment in correctional settings
  2 11 during 2002.  The study report must be submitted to the
  2 12 governor and general assembly by January 2003 and legislative
  2 13 intent is stated for various legislative committees and
  2 14 appropriations subcommittees to receive a presentation
  2 15 concerning the study.
  2 16    The division may involve various persons in performing the
  2 17 study and may request assistance from any agency connected
  2 18 with a branch of state government, or other sources.
