PAG LIN 1 1 Section 1. TUITION AFFORDABILITY PROJECT. The state board 1 2 of regents shall coordinate, in cooperation with the bureau of 1 3 community colleges of the department of education, the college 1 4 student aid commission, the Iowa association of independent 1 5 colleges and universities, the Iowa association of community 1 6 college trustees, and the Iowa association of community 1 7 college presidents, an effort to develop an instrument with 1 8 which the regents universities, community colleges, and 1 9 accredited private institutions can analyze institutional 1 10 costs, student debt load and personal income, and the lifetime 1 11 earning potential of graduates over a period of at least a 1 12 decade. The purpose of the instrument shall be to gather data 1 13 that the postsecondary institutions can use in developing a 1 14 consistent and reliable tuition formula that sets a target 1 15 percentage of the student share of costs and becomes the basis 1 16 for the establishment of a plan that public postsecondary 1 17 institutions shall use, and private postsecondary institutions 1 18 may use, for gradual, deliberate tuition growth that furthers 1 19 institutional preeminence while providing state residents with 1 20 affordable postsecondary educational opportunities. The state 1 21 board of regents shall submit its findings, recommendations, 1 22 and proposals for implementation of the tuition formula in a 1 23 report to the chairpersons and ranking members of the senate 1 24 and house standing committees on education and the joint 1 25 appropriations subcommittee on education on or before December 1 26 15, 2002. 1 27 EXPLANATION 1 28 This bill directs the state board of regents to coordinate, 1 29 in cooperate with the bureau of community colleges of the 1 30 department of education, the college student aid commission, 1 31 and associations representing the community colleges and the 1 32 private educational institutions, an effort to develop an 1 33 instrument with which the postsecondary institutions in this 1 34 state can analyze their costs, student debt load and personal 1 35 income, and the lifetime earning potential of graduates, as 2 1 compared to data from over 10 years. 2 2 The purpose of the instrument is to gather data for use in 2 3 developing a tuition formula that becomes the basis for 2 4 planned tuition growth while maintaining affordable 2 5 educational opportunities for the citizens of Iowa. The state 2 6 board must submit its findings, recommendations, and proposals 2 7 for implementation of the tuition formula in a report to the 2 8 chairpersons and ranking members of the senate and house 2 9 standing committees on education and the joint appropriations 2 10 subcommittee on education on or before December 15, 2002. 2 11 LSB 6316HH 79 2 12 kh/cf/24
