  1  1    Section 1.  Section 14B.102, subsection 2, Code Supplement
  1  2 2001, is amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  m.  Determining the most efficient and
  1  4 effective uses of public school technology funding in grades
  1  5 kindergarten through twelve.  The information technology
  1  6 department, in coordination with the department of education,
  1  7 shall collect information relating to the utilization of
  1  8 technology in education and analyze that information on an
  1  9 ongoing basis to determine which practices have proven most
  1 10 effective in enhancing student performance in the classroom
  1 11 and in actively engaging students in educational pursuits.  In
  1 12 consultation with the department of education, the information
  1 13 technology department shall coordinate efforts undertaken
  1 14 pursuant to this paragraph with the educational technology
  1 15 assistance program established pursuant to section 256.33.
  1 16 Information collected and analyzed shall be utilized by the
  1 17 departments to jointly develop technology assistance seminars.
  1 18 The seminars shall be conducted by area education agencies and
  1 19 shall be designed to demonstrate to local school districts how
  1 20 best to integrate technology into the classroom in order to
  1 21 achieve measurable and meaningful results.  The department
  1 22 shall submit a report to the members of the general assembly
  1 23 by January 15 annually regarding information collected during
  1 24 the previous year, advancements in technology which have been
  1 25 communicated to school districts, and results which have been
  1 26 achieved using classroom technology.  
  1 27                           EXPLANATION
  1 28    This bill provides that the information technology
  1 29 department shall, in coordination with the department of
  1 30 education, collect and analyze information relating to the
  1 31 effective utilization of technology in grades kindergarten
  1 32 through 12.  The bill provides that collection efforts shall
  1 33 focus on which practices have proven most effective in
  1 34 enhancing student performance in the classroom and in actively
  1 35 engaging students in educational pursuits.  The bill provides
  2  1 that information collected and analyzed shall be utilized by
  2  2 the departments to jointly develop technology assistance
  2  3 seminars to be conducted by area education agencies and to be
  2  4 designed to assist local school districts in the
  2  5 implementation of best practices relating to the integration
  2  6 of technology into the classroom.  The bill provides that the
  2  7 department shall submit a report to the general assembly by
  2  8 January 15 annually regarding information collected during the
  2  9 previous year, advancements in technology which have been
  2 10 communicated to school districts, and results which have been
  2 11 achieved using classroom technology.
