1 1 Section 1. INTERSTATE PRESCRIPTION DRUG PURCHASING
1 2 COOPERATIVE – AGENCY WORK GROUP – REPORT.
1 3 1. The Iowa department of public health, in cooperation
1 4 with the department of human services, the department of elder
1 5 affairs, the department of management, and the department of
1 6 personnel, shall convene a work group to determine the
1 7 feasibility of establishing an interstate prescription drug
1 8 purchasing cooperative with other midwestern states.
1 9 2. The work group shall pursue the development of an
1 10 interstate prescription drug purchasing cooperative through a
1 11 minimum of the following means:
1 12 a. Utilizing regional and national entities such as the
1 13 council of state governments, the national conference of state
1 14 legislatures, and others in establishing contact with the
1 15 governors and legislative leaders of other midwestern states.
1 16 b. Contacting the governors and legislative leaders of
1 17 other states with existing interstate cooperatives, including
1 18 the states participating in the tri-state coalition and the
1 19 northeast legislative association on prescription drug prices.
1 20 3. The work group shall submit a report of its findings
1 21 and recommendations regarding the establishment of an
1 22 interstate prescription drug purchasing cooperative to the
1 23 governor and the general assembly no later than December 15,
1 24 2002.
1 25 EXPLANATION
1 26 This bill directs the Iowa department of public health, in
1 27 cooperation with the department of human services, the
1 28 department of elder affairs, the department of management, and
1 29 the department of personnel, to convene a work group to
1 30 determine the feasibility of establishing an interstate
1 31 prescription drug purchasing cooperative with other midwestern
1 32 states. The bill directs the work group to pursue the
1 33 development of an interstate prescription drug purchasing
1 34 cooperative through utilization of regional and national
1 35 entities such as the council of state governments and the
2 1 national conference of state legislatures and by contacting
2 2 the governors and legislative leaders of other states with
2 3 existing interstate purchasing cooperatives. The bill directs
2 4 the work group to submit a report of its findings and
2 5 recommendations regarding the establishment of an interstate
2 6 prescription drug purchasing cooperative to the governor and
2 7 the general assembly by no later than December 15, 2002.
