1 1 Section 1. Section 455B.306, subsection 5, Code 2001, is
1 2 amended to read as follows:
1 3 5. The comprehensive plan shall provide details of a local
1 4 recycling program which shall contain a methodology for
1 5 meeting the state volume reduction goal pursuant to section
1 6 455D.3, and a methodology for implementing a program of
1 7 separation of wastes including but not limited to glass,
1 8 plastic, paper, and metal. The comprehensive plan shall not
1 9 require a city with a population of less than two hundred
1 10 seventy-five to locate and maintain a recycling receptacle.
1 11 EXPLANATION
1 12 This bill provides that a city, county, or private agency
1 13 shall not require, in a solid waste comprehensive plan, that a
1 14 city with a population of less than 275 locate and maintain a
1 15 recycling receptacle.
