1 1 Section 1. NEW SECTION. 279.60 DISPLAY OF UNITED STATES
1 2 FLAG IN CLASSROOMS.
1 3 In addition to the requirements of section 280.5, the board
1 4 of directors of each school district shall cause a United
1 5 States flag in good condition to be displayed during school
1 6 hours in each public school classroom in the district. The
1 7 size of the flag shall be not less than two feet by three
1 8 feet.
1 9 Sec. 2. STATE MANDATE FUNDING SPECIFIED. In accordance
1 10 with section 25B.2, subsection 3, the state cost of requiring
1 11 compliance with any state mandate included in this Act shall
1 12 be paid by a school district from state school foundation aid
1 13 received by the school district under section 257.16. This
1 14 specification of the payment of the state cost shall be deemed
1 15 to meet all the state funding-related requirements of section
1 16 25B.2, subsection 3, and no additional state funding shall be
1 17 necessary for the full implementation of this Act by and
1 18 enforcement of this Act against all affected school districts.
1 19 EXPLANATION
1 20 This bill requires the board of directors of a school
1 21 district to cause an American flag in good condition to be
1 22 displayed in each classroom during the school day. The flag
1 23 must measure at least two feet by three feet.
1 24 The bill may include a state mandate as defined in Code
1 25 section 25B.3. The bill requires that the state cost of any
1 26 state mandate included in the bill be paid by a school
1 27 district from state school foundation aid received by the
1 28 school district under Code section 257.16. The specification
1 29 is deemed to constitute state compliance with any state
1 30 mandate funding-related requirements of Code section 25B.2.
1 31 The inclusion of this specification is intended to reinstate
1 32 the requirement of political subdivisions to comply with any
1 33 state mandates included in the bill.
