  1  1    Section 1.  Section 455A.19, subsection 1, paragraph a,
  1  2 unnumbered paragraph 1, Code Supplement 2001, is amended to
  1  3 read as follows:
  1  4    Twenty-eight Twenty-one percent shall be allocated to the
  1  5 open spaces account.  At least ten thirteen percent of the
  1  6 allocations to the account shall be made available to match
  1  7 private funds for open space projects on the cost-share basis
  1  8 of not less than twenty-five percent private funds pursuant to
  1  9 the rules adopted by the natural resource commission.  Five
  1 10 Seven percent of the funds allocated to the open spaces
  1 11 account shall be used to fund the protected waters program.
  1 12 This account shall be used by the department to implement the
  1 13 statewide open space acquisition, protection, and development
  1 14 programs.
  1 15    Sec. 2.  Section 455A.19, subsection 1, paragraph e, Code
  1 16 Supplement 2001, is amended to read as follows:
  1 17    e.  Nine Sixteen percent shall be allocated to the state
  1 18 land management account.  The department shall use nine-
  1 19 sixteenths of the moneys allocated to this account for
  1 20 maintenance and expansion of state lands and related
  1 21 facilities under its jurisdiction.  The authority to expand
  1 22 state lands and facilities under this paragraph is limited to
  1 23 expansion of the state lands and facilities already owned by
  1 24 the state.  The remaining seven-sixteenths of the moneys
  1 25 allocated to the state land management account shall be used
  1 26 to maintain existing park facilities and to repay park waste
  1 27 water improvement loans.  There is appropriated from the state
  1 28 land management account to the department the moneys in that
  1 29 account, or so much thereof as is necessary, to implement a
  1 30 maintenance and expansion program for state lands and related
  1 31 facilities under the jurisdiction of the department, to
  1 32 maintain existing park facilities, and to repay park waste
  1 33 water improvement loans as otherwise provided in this
  1 34 paragraph.  
  1 35                           EXPLANATION
  2  1    This bill reduces the allocation of resources enhancement
  2  2 and protection fund moneys to the open spaces account from 28
  2  3 percent to 21 percent.  Within the open spaces account, the
  2  4 minimum percentage allocated to match private funds for open
  2  5 space projects is increased from 10 percent to 13 percent.
  2  6 Also, the percentage of the open spaces account allocated to
  2  7 fund the protected waters program is increased from 5 percent
  2  8 to 7 percent.
  2  9    The bill also increases the allocation of resources
  2 10 enhancement and protection fund moneys to the state land
  2 11 management account from 9 percent to 16 percent.  The
  2 12 increased allocation of moneys is appropriated to maintain
  2 13 existing park facilities under the jurisdiction of the
  2 14 department and to repay park waste water improvement loans.
