1 1 Section 1. PILOT PROJECT RECOMMENDATION. By January 14,
1 2 2002, the department of economic development shall submit a
1 3 report to the general assembly providing a plan to conduct a
1 4 pilot project under the Iowa main street program in a
1 5 neighborhood commercial district in a city with a population
1 6 of more than fifty thousand. The pilot project shall be
1 7 designed to stimulate economic growth in the neighborhood
1 8 commercial district within the context of historic
1 9 preservation and establish a partnership between public and
1 10 private interests to revitalize the neighborhood commercial
1 11 district. The pilot project shall emphasize community self-
1 12 reliance and the neighborhood commercial district's
1 13 traditional assets of personal service, local ownership, and
1 14 unique architecture. In selecting a neighborhood commercial
1 15 district for the pilot project, the department shall consider
1 16 evidence of an existing neighborhood commercial district,
1 17 evidence of public support within the neighborhood commercial
1 18 district, evidence of public and private funding, evidence of
1 19 historic building fabric, potential for realization of goals,
1 20 current community demographics, previous history, and
1 21 readiness.
1 22 EXPLANATION
1 23 This bill provides that, by January 14, 2002, the
1 24 department of economic development shall submit a report to
1 25 the general assembly providing a plan to conduct a pilot
1 26 project under the Iowa main street program in a neighborhood
1 27 commercial district in a city with a population of more than
1 28 50,000. The bill provides that the pilot project shall be
1 29 designed to stimulate economic growth in the neighborhood
1 30 commercial district within the context of historic
1 31 preservation and establish a partnership between public and
1 32 private interests to revitalize the neighborhood commercial
1 33 district. The bill provides that the pilot project shall
1 34 emphasize community self-reliance and the neighborhood
1 35 commercial district's traditional assets and personal service,
2 1 local ownership, and unique architecture.
