  1  1    Section 1.  FINDINGS.  The general assembly finds that
  1  2 community service programs are valuable tools in providing the
  1  3 youths of this state with opportunities to contribute to, and
  1  4 become more involved in, their communities.  Community service
  1  5 activities enrich children's lives and prepare them to become
  1  6 good citizens of the state.  The general assembly encourages
  1  7 schools to embrace a more active role in connecting students
  1  8 with community service programs.
  1  9    Sec. 2.  Section 256.9, subsection 48, unnumbered paragraph
  1 10 1, Code 2001, is amended to read as follows:
  1 11    Grant annual exemptions from one or more of the minimum
  1 12 education standards contained in section 256.11 and rules
  1 13 adopted by the state board of education to nonpublic schools
  1 14 or public school districts who have established a community
  1 15 service program, or who are engaging in comprehensive school
  1 16 transformation efforts that are broadly consistent with the
  1 17 current standards, but require exemption from one or more
  1 18 standards in order to implement the community service program
  1 19 or comprehensive school transformation effort within the
  1 20 nonpublic school or school district.  Nonpublic schools or
  1 21 public school districts wishing to be exempted from one or
  1 22 more of the minimum standards contained in section 256.11 and
  1 23 rules adopted by the state board of education shall file a
  1 24 request for an exemption with the department.  Requests for
  1 25 exemption shall include all of the following:  
  1 26                           EXPLANATION
  1 27    This bill presents the findings of the general assembly
  1 28 regarding the mutually beneficial results that occur when the
  1 29 children of this state become involved in community service
  1 30 programs.  The bill also allows the director of the department
  1 31 of education to waive one or more of the minimum education
  1 32 standards for school districts and nonpublic schools that
  1 33 implement a community service program.
