  1  5 RELATING TO THE DESIGNATION OF MODEL COMMUNITIES IN PROJECTS,
  1  6    PILOT PROJECTS, OR SIMILAR INITIATIVES UNDERTAKEN BY THE
  1  7    GOVERNOR OR THE EXECUTIVE BRANCH.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10  
  1 11    Section 1.  NEW SECTION.  7.18  MODEL COMMUNITY PROJECTS.
  1 12    1.  As used in this section, unless the context otherwise
  1 13 suggests, "community" means a city, county, or any combination
  1 14 of cities and counties.
  1 15    2.  During any project, pilot project, or similar
  1 16 initiative undertaken by the governor or the executive branch
  1 17 which includes the designation of a model community in the
  1 18 state, the approval of all of the following entities must be
  1 19 obtained by a simple majority vote prior to the granting of an
  1 20 official model community designation and prior to any state
  1 21 financial support being disbursed to any person under the
  1 22 project, pilot project, or similar initiative:
  1 23    a.  The city council of any city included in a proposed
  1 24 model community.
  1 25    b.  The county board of supervisors of a county included in
  1 26 a proposed model community.
  1 27    c.  Each school board of a school district serving students
  1 28 in a proposed model community.
