1 1 Section 1. Section 257.20, subsection 2, Code 2001, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. c. For the school budget year beginning
1 4 July 1, 2001, and succeeding budget years, the amount of
1 5 moneys appropriated as instructional support state aid
1 6 pursuant to paragraph "a" of this subsection shall be
1 7 increased by two million dollars.
1 8 EXPLANATION
1 9 This bill provides for an increase in the amount of
1 10 instructional support state aid. The bill provides that for
1 11 the school budget year beginning July 1, 2001, and succeeding
1 12 budget years, the amount appropriated as instructional support
1 13 state aid pursuant to Code section 257.20, subsection 2,
1 14 paragraph "a", shall be increased by $2 million. As
1 15 originally enacted, the instructional support program
1 16 permitted school districts to increase their budgets by 10
1 17 percent through a combination of state and local funds.
1 18 Subsequent legislation limited the state appropriation to the
1 19 amount appropriated as instructional support state aid for the
1 20 school budget year commencing on July 1, 1992, and provided
1 21 that amounts distributed shall be prorated to each school
1 22 district participating in the program in the event that the
1 23 limitation was insufficient to fully fund the 25 percent state
1 24 portion. This bill adds $2 million annually to the amount
1 25 that was appropriated as instructional support state aid for
1 26 the school budget year commencing on July 1, 1992.
