  1  1    Section 1.  STATE VEHICLES – STUDY OF CONTINUOUS HEADLIGHT
  1  2 USE.  The department of general services shall conduct a study
  1  3 regarding the advisability of requiring persons operating a
  1  4 state-owned vehicle to continuously have the vehicle's
  1  5 headlights on while the vehicle is in operation.  The study
  1  6 shall analyze the safety benefits, costs, and savings related
  1  7 to such continuous headlight use, including possible changes
  1  8 in vehicle accident rates, and any other relevant factors
  1  9 determined necessary by the department.  The department shall
  1 10 submit a report of its findings and recommendations to the
  1 11 general assembly for consideration during the 2002 legislative
  1 12 session.  
  1 13                           EXPLANATION
  1 14    This bill requires the department of general services to
  1 15 conduct a study regarding the advisability of requiring
  1 16 persons operating state-owned vehicles to continuously have
  1 17 the vehicle's headlights on while the vehicle is in operation.
  1 18 The study is to analyze the safety benefits, costs, and
  1 19 savings related to such continuous headlight use, and any
  1 20 other relevant factors determined necessary by the department.
  1 21 The department is required to submit a report of its findings
  1 22 and recommendations to the general assembly for consideration
  1 23 during the 2002 legislative session.
